Currently, the harm caused by improper handling of medical waste has become increasingly serious. The data shows that there are520million people who died from the disease caused by exposure of medical waste each year. Medical waste has infectious, contagious, corrosive and other characteristics, so it causes the potential environmental hazards and public health risks. However, there are some problems such as insufficient understanding of its harm, no standardized management, inadequate facilities, no complete landfill, no sufficient incineration, insufficient staff training and so on. Especially they are more prominent in the countryside. Based on the system theory perspective, this paper constructs and optimizes China’s rural medical waste recycling processing system which has important theoretical value and practical significance.The main contents are as following:based on recognizing the current situation and issue of medical waste management in our countryside, taking the goal of reducing, recycling, reusing, the paper builds a system optimization framework, and the optimization includes four aspects of management of medical waste such as the separation and recovery, facilities construction, vehicle routing and critical information of technology; On the basis of analysis of the composition characteristics of the rural medical waste, the rural medical waste classification is given, and combined with characteristics of medical institutions distribution in the countryside, medical waste recycling networks and facilities optimization model are built; Combined transport theory of dangerous goods, rural medical waste vehicle routing optimization model is built.; Finally, the analysis of information technology is applicated in the recovery of the rural medical waste.The main conclusions of this paper include four aspects:(1) From the angle of the game theory andeconomics, it constructs recycling processing system of medical waste in the countryside and optimization framework is constructed;(2).Based on the goal of the Reduction, rural medical waste classification is given, general waste, recyclable waste and infectious waste. From the perspective of environmental behavior, it simulates dynamic changes of the amount of generating and related variables of infectious wastes in different policy background;(3) Combining of public facility location requirements, a multi-objective optimization model covering storage located location of the progressive is constructed; Based on the analysis on the characteristics of reverse logistics recycling, combining with the characteristics of medical waste, it constructs the optimization model for vehicle routing with time windows, and designs a heuristic algorithm which verifies the effectiveness of the model and algorithm and the feasibility;(4) With the analysis of applicability of information technology, it constructs a rural oriented medical waste multilevel cooperative information technology platform.Features and innovations:(1) Based on investigation and analysis of the characteristic of rural medical wastes constitution, the paper proposes the rural medical waste classification method, and the infectious medical waste generation system dynamics model is established to simulate the variables;(2) Introducing model of progressive cover function, establishes the model of rural medical waste temporary storage at the location and the optimized model of vehicle routing with finite time and capacity; takes Xinxiang County medical waste mechanism as an example to optimize temporary office location and transportation path;(3) From the view of system, taking the rural medical institutions as the object, constructs recycling system optimization framework and puts forward the optimization method.
