The coal is the main energy of our country. With the development of national economy, the demand to coal is increasing continuously. In order to remove the negative influence of coal production, not only the productions of coal industries need to keep on a development, the coalmine area economy and environment are also, too. Therefore, in this paper, a new, keeping on development point of view was brought forward that when the coal energy dried up, building new ecosystem and developing the coal-substitute production or industry, can realize industry structure adjust and economy types change successfully. According to this point of view, during the period of coal production, reasonable fund need to be dived into the comprehensive treatment of surface depression timely.Based on the detail description of the principle, process, and effects to the surface building, utility, vegetation of surface depression made by coal mining under the well, nine mining area treatment plans were analyzed integrated. Through the analysis of the geological condition and coal mining technology, which are affecting comprehensive treatment investment decision, the conclusion was made that "the total excavating amount of coal, yearly output, and depressing area" are the three main factors. The three factors are served as nerve cells through which Back-Propagation (BP) net depression treatment investment budget math model was founded and the calculation precision was checked by practical cases. Using this model to estimate comprehensive treatment investment can overcome the errors made by artificial evaluation, so the objectivity, systematization, and science can be strengthen in investment decision.Through analysis, it is can be found that in the existing programs the cost of land managing and repairing, and environment treatment is too low. So bases on analyzing the district economy factors which affecting the investment decision, the district economic expert evaluating index systems was founded, by which the land managing and repairing, and environment cost can be intervened, and the amount of the comprehensive treatment investment is closer to the practical needs.Using the founded math model in this paper to make a prediction about the mining area depression damages and treatment cost in Baorixile Coal Company with limited liability in Mongolia Autonomous Region Hulunbeier City. By the prediction results, advice was given that the depressing treatment subject should be set when calculating mine construction fund and production costing, and leave the treatment fund in advance in order to meet the treatment in time.The mining depression and the comprehensive treatment activity exist in coal production from the beginning to the end, and the process may be a period of a few years to decades of years. In order to realize the ideal object to be treated in time, the course of the surface depression should be monitored. On the base of using probability and integration method to predict the surface depression and its digital elevation model (DEM) damage evaluation system, the methods are put forward that using remote sensing (RS) pictures to set up digital terrain model (DTM) accompanying with DEM through which the surface depression be monitored. By using this kind of method cooperating GIS technique can realize the visuals management of mining depression and the comprehensive treatment activity, and easy to get to the ideal object for treatment. |
