Study On Interests Balance Of Environmental Impact Assessment System

On the basis of the interests theory and interests of law, the interests of procedureand entity and the effects of environmental impacts assessment system in China wasanalyzed. It was put forward to the necessity of introducing social rationality andhumanistic care. Combined with the practice of environment impacts assessment ofinterests and risks, from two aspects, the environmental impacts assessment system inindividual, enterprise, area and national interest implications were analyzed in detail.The environmental impacts assessment system of interests to measure in practices wassummed up and draw lessons from, thus, the principles of balancing of interests ofChina’s environmental impacts assessment system were put forward. Combined with theactual case, using interests level and economic analysis of legal theory on theenvironmental impacts assessment system of interests measurement method wasresearched. Finally, from the interests measure discretion standard, environmentaldemocracy and interests relief etc, it was put forward to perfect the system ofenvironmental impacts assessment of interest to measure the various mechanisms andcountermeasures.
