Nowadays, our country has entered a new normal economic development state. Facing the fierce international competition, it is an emergence to enhance our country‘s standardization level, and improve the standardization strategy. However, the problem ―Standard formulation is enough while the effectively implementation is seldom‖ has plagued our country‘s standardization work for years. The solution for standard implementation problem has strides across natural science, social science and engineering technology area, which needs the usage of planning, forecasting, evaluating, and organizing. Famous scientist Qian Xuesen had put forward the idea that applying the principle and method of systems engineering into standardization area, and thus standardization systems engineering has been formed and developed. Currently, the study on standardization systems engineering is mainly under frame system which is established by Professor Zhang Xichun‘s <Standardization systems engineering>, but the research and definition of standard implementation system has not been given. Up to now, the construction and application method of systems engineering in standard implementation area has not been systematically studied.The research on standard implementation systems engineering is a huge task. This paper attempts to carry out the modeling and research method of standard implementation systems engineering problems from some key aspects to promote the construction and improvement of standard implementation engineering system. The research of this paper is carried out in the following areas: analysis and research on standard implementation system and its systems engineering structure, analysis and application research on standard implementation ability modeling, analysis and research on standard implementation subsystem stability modeling, cost analysis and application research on standard implementation effect, and the planning method research on organization standard complex system which is the implementation security.The main works of this paper are shown as follows.1. Analyze the structure and relative factors of standard implementation system and put forward three key performance indicators of standard implementation system. This paper establishes a three dimensional framework structure and analyzed every demotion in details. This framework builds a set of systems engineering analysis system for the research of macro management of standard implementation work and standard implementation problems. Relying on the theory of large system, it puts forward a method of applying standard implementation system framework structure to improve the standardization work subsystem planning, which provides a new path to enhance the validity of standardization work subsystem planning.2. Research one of the key effectiveness parameter – modeling analysis of standard implementation ability judgment. Based on the analysis of the standard implementation system of the multi-dependent subject, this paper applies the multi-agent theory and multi-individual consistency control principle to establish the standard implementation ability analysis model. Meanwhile, it gives an example of industry Ethernet clock synchronization case to research the application of the model in practice. In this model, the parameters of the model are given and the paper put forward system clock synchronization criterion based on the character that industry Ethernet has time delay. This paper puts forward the relevant countermeasures based on the simulation result to the improvement of industry Ethernet control clock synchronization.3. Research one of the three key effectiveness parameter – modeling and control of the stability to the trustworthiness of standard. This paper builds the simulation system of standard, relying subject, interference and feedback control in standard implementation process, and gives the sufficient condition and controller design method for standard implementation subsystem to maintain the stability to reach to standard of in different situations, and carries out the numerical simulation. The result shows that the problem of the state of standard implementation subsystem stability to reach standard and control problem can be solved by computer‘s linear matrix inequalities.4. Illustrate the positive effect of unified standard to the financial benefits of both two sides in commodity transaction market based on the establishment of model. This paper put forward the concept of trading efficiency of supply and demand and cost of supply and demand to describe transaction costs due to partial imbalance in market. This paper also builds mathematical model of the financial benefits of unified standard in market transactions and prove the positive economical effect of the unification of standard to market transaction. This paper uses the timber transaction market as an example of the model application to verify, and researches the influence of establishes the timber identification standard to market transaction financial benefits, and put forward effective forecasting method. The conclusion shows the simplicity and applicability of this model, and broadens the application scope of quantitative evaluation of economic effect.5. Researched the implementation standad subsystem which takes the organzaiton as the object – organization standard complex planning method. This paper analyzes the control effect of organization standard complex to achieve organization function, and puts forward a set of organization standard complex structure planning method and step based on mathematical translations. Meanwhile it gives an example of identication inspection organization to verify the validity of the model and the method. The conclusion of this case study is the systems engineering method supply and improves the comprehensive standardization object analysis and standard complex planning of national standard ―Guideline for the work of complex standardization‖(GB/T 12366). This result improves the operability of comprehensive standardization method implementation.
