In 2008, State oceanic administration fully researched the sea-fill status of Japan and other developed countries.Based on the research results, it published "several opinions about improving sea-fill projects graphic design", began to advocate advanced concepts of sea-fill layout, points out the sea-fill layout types mainly include artificial islands type, more jetty type and block group type. Our country carried out planning and construction of Longkou city artificial islands, Zhaoyuan city artificial islands and zhangzhou Pisces island, how to better carrying out sea-fill layout optimization is a hotspot of current research content.This paper aims relevant studies of artificial islands sea-fill layout optimization, For example, east coast of laizhou bay artificial islands planning layout, mainly consider two aspects factors including artificial islands own layout as well as its influence on the waters surrounding environment, combined with national opinion of sea-fill layout design, puts forward the artificial islands layout optimization index system and model. And put forward layout optimization index system and model about more jetty type and block group type. Now the state oceanic administration unified checks reported regional seause planning, according to layout optimization index system and model, and put forward the direction of the layout optimization and adjustment, in a word, the index system and models have been applicated.The main research results are as follows,1.According to the characteristics of the artificial islands, combined with the topography and coastline change in the study area, beach measurement and the results of numerical simulation analysis, to analysis artificial islands whose influence on the waters surrounding environment, put forward the artificial islands layout optimization evaluation index and model, layout optimization evaluation indexes mainly includes the artificial island offshore index, artificial island shape index, the index of artificial island near shore area, near coastline index and waters landscape index. Artificial islands layout optimization and assessment model is Ma=(?)Wi×Fi, in the formula, Ma is artificial islands layout optimization evaluation index, Wi is the parameter’ percentage, Fi is the parameter’standardized values. This optimization evaluation indexes and model is to provide technical basis for the artificial islands in the east coast of laizhou bay, analysis results show that Longkou city artificial islands (16 islands) layout optimization evaluation values (0.727) is greater than 7 artificial island optimization evaluation values(0.643), shows that optimization adjustment is feasible, but also need to adjust the indicators such as artificial islands offshore distance.2. This paper puts forward sea-fill layout optimization evaluation grades which including five levels, respectively, very good, good, general good, general and lack, from level V to level I, on behalf of administrative examination and approval opinions of sea-fill is from "completely implementation according to the sea-fill layout" to "need to adjust completely sea-fill layout".3. Based on the study of, According to the differences and similarities of three sea-fill modes, this paper apply artificial islands sea-fill layout optimization evaluation to more jetty type and block group sea-fill layout optimization, respectively first phase of the changxing island lingang industrial area regional sea-fill and Panjin Liaobin economic zone regional sea-fill in Liaodong bay. In the more jetty type sea-fill layout optimization evaluation index(six indicators) including the sea-fill strength index, the coastline redundant and less index, the index of near shore area, natural shoreline utilization, water area landscape index and near coastline index; Block group type sea-fill layout optimization evaluation index (9 indicators)including the sea-fill strength index, the coastline redundant and less index, natural shoreline utilization, near coastline index, near shore area index, ocean process index, the index of artificial islands, artificial island shape index and the island waters landscape index. Also this paper separately induces more jetty type sea-fill and block group sea-fill layout optimization evaluation model.4. In the study area from longkou port to Shihu mouth set up four coastal sections, through the recommended formula from "guidelines for seaport hydrology" (JTJ 213-98) respectively calculated the coastal sections sediment discharge before and after the construction of artificial islands east coast of laizhou bay. The results: before the construction of artificial islands, the net sediment discharge about the south section of longkou port is to NE, Jiehe mouth, the net sediment discharge about two coastal sections including SE of zhaoyuan city artificial islands and NE is to SW. After construction of artificial islands, north of Jiehe mouth and its two sides section due to the construction of artificial islands, causes coastal sediment discharge small, the coast become stable; The sections SE of Zhaoyuan city artificial islands due to partial north to wave action by artificial islands, the coast. sediment will enter the islands to the channels between the artificial islands and the land, causes channel deposition; And the section NE to Shihu mouth Locates in the zhaoyuan city artificial islands coastal wave shadow area scope, coastal sediment discharge is basically same to present situation. But between the two section of zhaoyuan city due to lost south coastal sediment supply will appear erosion, after many years will gradually tend to be balanced.The beach profile measurements analysis shows the beach profile NE of Shihu is steep, appear erosion, this is same to seashores’erosion and sediment prediction results.5. According to analysis of east coast erosion of laizhou bay, and the influence prediction of artificial islands to zhaoyuan city laizhou city coastal beach, this paper puts forward three kinds of sandy coast erosion protection countermeasures including bank protection, offshore breakwaters alongshore dam and beach sand supplement and so on, The Suggestion is to keep long-term tracking monitoring about the influence of artificial islands to the coast.
