From the main point of view, the content what the economic ethics studies includes "the country's economic ethics, business ethics, personal ethics." The country's economic ethics is the country that actors in economic activities held the ethical values. It is described from the macro level, socio-economic system of research and environmental aspects of ethical problems. The state as a nominal concept, in economic activities tend to the central government as their spokesmen, the central government enacted laws and regulations in order to highlight its ethical values. Throughout the reform and opening up China's financial reform has obvious mandatory government-led changes in the characteristics of type. As "the first action group" the government upholding the ethics of the country's economic reforms will result in the production of the important role that cannot be ignored.Financial reform as an important element in the study of economic reform has also been more and more given attention to. However, the study the country's economic ethics is very limited. In this paper, we study the financial reform in the broader context of economic restructuring from the angle of the country's economic ethics, which is contribute to understand the contribution of the financial sector at the beginning of the reform and the future path of reform in the future.The main line of this paper is that through three decades of China's economic and financial reform; highlight the different interests of the main interests in the reform changes, combined with the theory of economic ethics, review of China's three decades of financial reforms from the perspective of the ethical. In this paper, three decades of China's economic and financial reform process is not simply described, but with a certain degree of bias or summary, focus on analyzing the link of the financial reform and the economy, highlight the importance of the financial reform to economic reform, and to study the state-owned banks, rural finance, small and medium-sized bank in the perspective of the country's economic ethicsThis paper is formed by six chapters.Chapter 1 is the introduction which tells some of the background and significance, and defines the economic core of the ethical and related terms, and sum up at home and abroad on economic ethics in the financial field and its combination of research, for a basis for the study.Chapter 2 is studying the relationship between political and economic in China. In this paper, political ethics determines the economic ethics during the transition period, and through three generations of Chinese leaders summed up the concept of the political ethics concludes that "the common prosperity " which is the concentrated expression of the country's economy ethics.Chapter 3 is focus on the research of the country's economic ethics and financial reform at the macro level. The large state-owned commercial banks in China's banking industry is in the main body and the core position. This chapter focuses on analysis of China's economic reform since 1984, from rural to urban areas. The urban economic issues, particularly the financing of state-owned enterprises is a key constraining factor in the common prosperity, and this corresponds to the state through the monopoly of financial property rights, the high reserve ratio, low interest rates and other commercial banking system by means of the implementation of strong control of the financial sector at the expense of local interests to achieve the overall economic success of the overall interests of reform, thus to achieve the ultimate goal of common prosperity. Chapter 5 is focus on relationship between the country's economy ethics and small and medium-sized the banking reform. Considering the country's economy ethics, small and medium banks developed their own unique market position.Chapter 6 summary of the full text and summarized the ethics of the country's economic reform of the financial system in China in the characteristics shown.This paper is not studying on the analysis the technical level of the commercial bank, but on the country's economy ethics reform behind of commercial banks' reform. This paper is trying to be innovative in the following areas:1. Chinese and foreign scholars often study the reform of commercial banks, but there is no paper which studies this from the angle of the country's economic ethics. This paper points out that economic ethics to a large extent is decided of the Communist Party of China, whose political ethics is to achieve "common prosperity".2. This paper points out that the common prosperity is the core of the country's economic ethics and this article from three generations of Chinese leaders, as well as the previous Congress point of view of the constitutional amendment on the common prosperity of historical understanding, further points out that the practice of restraint in the reform of common prosperity of the The key factors are also part of that is the focus of reform.3. This paper points out the guiding premise of the three conditions, which result in the country's economic ethics to infiltrate the state-owned banking system reform in the early reform.
