It is well known that the population in China are huge and the resource such as energy, water, land and law material are severely shortage. Meanwhile the environment pollution are still increasing rapidly. And the conflict between the limitation of the resource per capita and the great demand of the resource of the economical and social development become more and more serious.In this article, general system theory was used as a theoretical guidance, the theory of manufacturing production management methods and projects management of construction are to combination and innovation, introduction the modern integrated manufacturing system for the building of steel housing. We proposed that Made in the implementation of plant production, on-site assembly under the integration of the construction of ideology in order to integrate Research and Design, Fabrication, Distribution functions as RFD-based of the core to study of residential patterns.Using a comparative and analysis the similarities and the differences between the steel housing and the traditional construction or manufacturing industry. We can see the constituent elements of a complex system of steel housing systems, the systems integration of the manufacturing and construction of the product characteristics, the formation of the distribution system, multi-plane operations, the systems of management comprehensive the methods of integration and project management.Steel building residence is a special project. it not only has the complexity of all the general projects have, but also has its own unique characteristics of the complex. First is the complexity of goal; second is the complexity of engineering activities; third is the complexity of the technology; fourth is the complexity of the organization; fifth is the complexity of information management.To solve the complex problems of management systems of building steel housing, on the one hand to face the complexity of the system, on the other to take effective measures to manage the complexity of the system. Of the main idea is to adopt the complicated nature of scientific methodology and methods, the use of standardized steel housing design, component manufacturing factory, on-site assembly of the construction and scientific of organization management and other measures to simplify the system complexity.Combination with the current development status of steel housing, this article presents the model of steel housing with RFD-based, in order to achieve the integration of residential construction, refinement and integration. For the RFD-based of market-oriented, through the supply chain logistics system, that use RFD-based as the core, MRP production and logistics management, to achieve high efficiency of logistics; Through strategic alliances to establish business credit, reduce the cost of capital flow and improve the efficiency of capital flows; the same time for the flow of information, combined with the construction of the supply chain and RFD-based characteristics of the information presented comprehensive, integrated management information system, the integrated use of information transmission mode, to achieve the transmission and sharing of informationForm the RFD-based of the construction process of the steel housing in an integrated and coordinated with the core, this article proposes the design and construction management of the steel housing based on the RFD-based. In the process of the design management is necessary to combine the characteristics of steel housing to standard designs; and assembly of the construction process with the limit reasonable and effective design; from modular, serialization, selection of new materials and building design techniques to start, form angles to consider the various both sex and standardization issues. Assembly construction management process should be standardized in the design on the basis of the parties involved, as well as integrated management of all construction stages. Logistics and information flow management is a key part of production management, that in the RFD-based industrial production of parts to build parts of; through effective process management system for the assembly of construction to clarify the relationship between the various construction processes, to achieve the orderly assembly construction process.Through the rational organization and management, from the perspective of the value chain, value-added, to achieve the comprehensive upgrade of the steel housing five management elements, which are the cost, quality, duration, safety, and environmental. Integration project decision-making, management, operation; to improve the efficiency of information management is a breakthrough of the key and bottlenecks steel housing project management scientific. "5+3+1" management model with the RFD-based management are regardedas the core.RFD-based in the process over time through four stages of development or the existence of four types, based on different types of RFD- based, the management of steel housing has different results. How to combine the management of the construction industry conditions, related supporting industries, social and labor productivity, labor price level, supply of raw materials, standardization, supply chain and other factors should be used for comprehensive consideration is a complex multi-objective decision problem. At this stage what type of RFD-based as the core in the steel structure housing project management mode in order to improve project management mode of science is also to be considered.This paper chose the four different steel building residence project as the case study which are the Beijing Water Base Corporation Staff Residence Project, the Beijing Economical and Technological Development Zone Youth Residence Project, Wuhan SBS Garden, Wuhan ZIRUN Garden Project. The multi-objective decision-making method was applied to evaluate the industrialization model of the project management of steel building residence and a suitable conclusion has been drawn.
