| The modern agricultural development research of Bohai Rim is an important scientific issue. It was great significant for our country to design plans for regional agricultural development, to accelerate the process of regional economic integration, and to clear the focus and direction of regional development. Based on the status of agriculture and rural development such as the comprehensive analysis of resource conditions, location advantages and constraints of Bohai Rim, this study was to evaluate and judge the different developmental stage of modern agriculture of Bohai Rim. The predominance-area of the major agricultural products of was divided according to the results of the advantage index analysis. The development location and mode choice of modern agriculture in a specific area was made according to the geographical characteristics and present situation of agricultural development. Based on the results of the study, the policy and measures were put to promote the development of modern agriculture of Bohai Rim. The main research contents and conclusions were as follows:1. The modern agricultural research of Bohai Rim belong to the study of regional agricultural development, the main theories include the agricultural location theory, urban-rural integration theory, agricultural regional advantage-oriented theory, industry evolutionary theory, the theory of comparative advantage and the sustainable development.2. The elaborate analysis on the natural resources and the rural economic development of Bohai Rim, results showed that Bohai Rim was in rich natural resources, and the rural economic development has made remarkable achievements. Which provided a solid basis for natural conditions and socio-economic for the development of modern agriculture in this region. Meanwhile, the detail analysis on the regional characteristics of economic development and the favorable conditions, constraints and historical opportunities for the development of modern agriculture showed that vigorous development of modern agriculture in this region was of great significance in the development of national and regional economic integration.3. Regarding the comprehensive development level of modern agriculture as general target and the input level of modern agriculture, the output level of modern agriculture, the social development level of countryside and the sustainable development level of agriculture as grading target, the assessment index system of modern agriculture was established preliminarily. The data of provinces and cities in Bohai Rim was evaluated and analyze, and the results showed that:The developed areas was mainly existed in big cities and their surrounding regions and the coastal areas with more solid economic basis, more outstanding level of science and technology and more stronger capacity of feeding agriculture. While the remote mountainous areas and the zone lack of features had a relatively weak economic basis, a relatively small agricultural inputs and a low level of agricultural development. Therefore the composite index of Beijing was the highest to 0.79, followed by Tianjin, Shandong, Liaoning, Hebei with the index were 0.71,0.64,0.60 and 0.595 respectively. View from the city, there has no any city in Bohai Rim can reach the developed stage of modern agriculture and ten cities at the preliminary stage, mainly concentrated in Shandong (accounting for 5), and most cities are still in the preliminary and initial stage. In which Weihai City was the highest due to the prominent development of marine industries, reaching 0.777. Because the traditional agriculture occupied a large proportion to affect the process of modernization, the integrated development index of Zhangjiakou City was only half of Weihai City (0.382), being lowest.4. A comparative advantage analysis was made on the agricultural products, livestock products and aquatic products in Bohai Rim according to building the comparative advantage index. The results showed that:With the combination of scale advantage indices and yield advantage indices, the agricultural products with aggregated advantage included kaoliang, wheat, maize, millet, cotton, vegetable and peanut with their AAI reached to 1.2,1.28,1.32,1.63,1.14,1.24,1.44 respectively. As to the comparative advantage in animal products, only eggs and milk of livestock products were in comprehensive comparative advantage, the Zij index of which reached 1.05 and 1.51. Thus they should be the development focus in the future. And the aquatic product also has a comparative advantage with Qij index reached 1.43, and the aquaculture should be developed relying on the superior resources of the region.5. Based on such principles as the natural and economic conditions should be in accordance with county as a unit, the modern agriculture of Bohai Rim was divided into urban agriculture area, mountainous agricultural area, coastal export-oriented agricultural and modern fishery area and plain intensive agricultural area, and the direction and focus for future development was carried out. The urban agricultural areas comprised 59 municipal districts as Beijing, Tianjin, and so on, it should make fully use of the regional advantages of large and medium cities and other advantages such as technology, capital, personnel, information to develop the modes of modern agriculture such as quality agriculture, exhibition agriculture, tour agriculture and to accelerate the implementation of modern agricultural upgrading industry projects according to domestic and international development experience. The mountainous agricultural area including 70 counties should strengthen the building of the mountain agro-ecological environment in particular, and play the ecological functions of mountainous agriculture, speed up the industrialization of animal husbandry, at the same time focus on the production of agricultural products with the mountainous features. Coastal export-oriented agricultural and modern fishery area including 47 counties and cities (districts) around Bohai Sea should play the regional advantages fully to develop famous agricultural products, and to construct the base of export region with agricultural products, and the base of processing and logistics and modern fishery of Bohai Rim. The plain intensive agricultural area including 208 counties (districts) should raise the level of agricultural science and technology, strengthen the agricultural specialization, scale, standardization of base construction, and promote the industrialization process in modern agriculture. 6. According to the conclusions, some countermeasures to speed up the modern agricultural development of the Bohai Rim were put forward, such as implementing the land circulation system, increasing the modern agricultural inputs, optimizing the reasonable distribution of agricultural regions, playing the agricultural multi-functionality, and accelerating the making of regional planning.
