The Non-performing Loans (NPLs) is a globalized question, and it's one of the important questions that affect the economy and the reform of finance system in China. Especially our country's finance market was already opened to the outside world comprehensively ever since 2007, and the domestic financial competition drama is intense. Moreover, in 2008 the global financial crisis trigged by the American loans crisis was also affecting our country. Under its influence, the amount of the small and medium-sized enterprises going out of business is considerable, then our country faces the aspect which once more NPLs storage quantity increasing, the large amount bad assets already became the huge hidden danger of our country economy movement. How to effectively disposal and stimulate Commercial bank's bad assets, and how to safeguard the finance and the economical in the normal order development will be the key point of our country's finance work in the future. At the present, the amount of the bad assets in China was still big, and the most important reason is that the appraisal and the handling of the bad assets were not well solved theoretically and practically, which causes the handling efficiency to be low. Simultaneously, following with the extension of its handling time, the property value risk increased. This kind of aspect already brought to the home money Control section's attention, then, how to solve bad assets handling question in advance through the fundamental research to cause it to work the instruction function and the standard function to the bad assets handling practice, thus promoting the advancement of the bad assets handling already became is relatively important.On the foundation of summarizing earnestly and evaluating objectively the research on the bad assets appraisal and the handling question at home and abroad, embarking from the marketability handling of the real right class bad assets, the paper fixes its key points on the duteous investigation for the real right class bad assets, the appraisal of the bad assets and the evaluation of the bad assets' handling program. Finally, this paper carries on the examination through the real diagnosis.Begin at the selection of the persons handling the bad assets, the paper explains the complexity of the bad assets through the massive realistic material, which requests higher quality of the person handling the bad assets. Using of the newest theory of the human resources competence strength management, this paper constructs the model of the post competence strength of the person handling the bad assets, and performs the foll and accurate elaboration and the explanation to the model content.On the basis of the model of the post competence strength of the person handling the bad assets, the paper constructs the evaluating indicator system of the personnel selection. Then this paper gives the assessment method of the personnel selection, which adopts the method which combines the subjective fuzzy appraisal with the objective score on the test appraisal.
