Research On System Operation Mechanism And Performance Evaluation Of Scientific And Technological Business Incubator In China

With global scientific and technological revolution booming and high-tech achievements changing into practical actual productivity faster in present world, high-tech plays a more and more important role in the economic and social development and becomes an important foundation and key to national comprehensive strength. Technology Business Incubator, the bridge connecting the source of knowledge innovation to high-tech industries, the platform where independent innovation enterprises and entrepreneurs have been cultivated, has become a key aspect to enhance the capability of independent innovation, the carrier of the industrialization of the innovation outcomes, an important component of national scientific and technological innovation system.Scientific and technological enterprise Incubator started in the 1980's in our country. After two decades, it has made tremendous achievements. But at the same time, there are still some issues during the development of incubator in china. My thesis discusses on the impact of incubator operation factors, operating mechanism and operating performance and so on in the view of the system, which has great theoretical value and practical significance on the promotion of our country on the development of incubators, promoting the quality of Business Incubator and the development of high-tech enterprises.On the base of entrepreneurship theory, incubator theory, zone advantage theory and industrial clusters theory, with both qualitative and quantitative analysis method, the paper studies deeply on operating mechanism and operating performance of our country technology business incubators. On the foundation of researches at home and abroad, substantial first-hand data have been gotten through investigation and research. And then, the paper studies from various angles on the development and operation structure of Technology Business Incubator in our country and conclude the main problems in the development of our country's Technology business incubators. Thesis analysis the factors which affects Technology Business Incubator such as the incubator's internal factors, external environmental factors and associated factors, and then builds the incubator operation system:internal system and external environment system, and discusses incubator system structure. This thesis focused on its three types of operating mechanism:enterprises enter incubating and screening mechanism, foster mechanism, and exit mechanism. In the process of incubators analysis, the thesis through the game model discusses business the agglomeration effect and the external effect. The paper gives incubator performance evaluation index system and evaluation model. During the design process of indicator system, from the system point the thesis established the Technology Business Incubator Performance Evaluation system including 15 indexes in the principle of combining the process evaluation and outcome evaluation; for the evaluation model selection, the thesis established the Technology Business Incubator Performance Evaluation Model based on principal component analysis after analyzing various methods. To enable the dissertation research more practical significance, the thesis also select 16 samples form more than 200 enterprises' incubator and have comprehensive evaluation about the performance. Finally, combined with the actual situation of China's science and technology business incubators, thesis has put forward countermeasures and proposals which upgrade running performance of China's Technology Business Incubator and promote its development.
