Research On Rural Infrastructure Investment Efficiency

After the foundation of new China, the Chinese government has invested a large amount of funds on rural infrastructure construction during more than 50 years, which builds up a necessary material base for regional economy development and growth. Although having achieved some accomplishments on rural infrastructure construction, it can not satisfy the development of modern agriculture, whether on layout and quantity, or on scale and efficiency, which has restricted the improvement of general agriculture productivity and sustained, stable development of rural economy. How to improve rural infrastructure investment efficiency is very important. So, this thesis uses exist research achievements in economics and econometrics, adopts abstract analysis and concrete analysis, theoretical analysis to empirical study, the qualitative analysis and the quantitative analysis, the theoretical analysis and the real diagnosis analysis and so on dynamical methods. Taking socialistic new-countryside and town-rural balance development as background, it utilizes Eviews and DEAP, and researches on capital stock of rural infrastructure investment measurement, economic performance estimation and investment efficiency appraisal, which includes:Concepts and characters of infrastructure and rural infrastructure are defined based on collecting present concepts. Meanwhile, it clarifies definition and influence factors of rural infrastructure investment efficiency; researches on gross rural infrastructure investment; it decomposes reasons informing problems on rural infrastructure investment from four-dimensions. Namely, capital, investment management system, resource integration and awareness.Based on PIM it estimates capital stock of rural infrastructure investment from 1978 to 2007, then applies Eviews 5.0, utilizes unit root test, co-integration test, Granger causality test, impulse response function and variance decomposition and other mainstream methods to quantitatively analyze how the capital stock of rural infrastructure promote rural economy development. After setting up hypothesis, it sets up double logarithmic C-D production function model, measures rural infrastructure investment economic performance, ascertains each rural infrastructure investment infrastructure contribution level.The model is established, which is rural infrastructure investment efficiency relative valid based on DEA method, namely, C2R model and BC2 model, selecting penal data between 2001-2007, sets up index system that fit to model, and processes relative variables; it dynamically analyzes relative validity of investment efficiency of 29 DMUs that include analysis of relative validity of three regions investment efficiency, non-DEA valid decision units input variables improvement rate and decision units scale efficiency. According to different regions, it analyzes character and law of relative validity change of rural infrastructure investment in each region.Malmquist-DEA method is adopted to measure rural investment efficiency, DEAP 2.1 is applied, used 29 DMUs penal data between 1990-2007, systematically appraised annual and DMUs investment efficiency change(MPI), mainly including TE and TP, which TE is composed by PTE and SE, dynamically researched on inner motivation of rural infrastructure investment efficiency change, draws out condition and characters of 29 DMUs change.On the above researches, regarding to insufficient investment amount, low efficiency and investment system and so on problems in rural infrastructure, it targeted puts forward practical improvement methods, namely: strengthen rural infrastructure investment, properly ensure rural infrastructure investment point, establish high efficiency investment operation management system, promote technology innovation, emphasize environment protection, ensure rural sustainable development.Researching on relative theories and methods on rural infrastructure investment efficiency, which sets up a good material base for rural infrastructure investment strategy drawing, capital distribution optimization, modern agriculture development, peasants'income increase, rural economy bloom, comprehensively pushing socialistic new-countryside construction, further more it has quite important theoretical value and practical guiding importance to solve"three dimensional rural issues", to build up socialistic new-countryside, to narrow town-rural gap, to promote coordinate development.
