Study Of The Ecological Cycle Of Economic Development Of Western China

China's economy has maintained a rapid growth for the recent 30 years. It creates the unique brilliant achievements out of the global economy. However, at the same time of rapid economic growth, it also brings startlingly high energy consumption, high material consumption and severe damage to the ecological environment. It has made resources and ecological environment, the basic supports to China's economy growth, deteriorate continuously. In the western area, which is China's "treasure house of resources" and "green barrier", the traditional mode of economic growth has led to severe damage to the ecological environment and endless waste of natural resources. The result is that the western region remains poor and far behind other regions for a long time. In addition, it also threatens the sustainable economic growth and social development of the eastern and central regions. As a new economic development mode which is completely different from traditional way of linear growth, the circular economy plays a positive role in the regional economic development although it shows certain limitation meanwhile. Therefore, the problem of regional accommodation and overall harmonization of circular economy need to be explored on the basis of integrating both theory and practice. Base on natural, economic and social characteristics of western area, we must seriously study the new theory of developing mode of ecological circular economy (ECE) and deeply explore the way and strategy of developing ecological circular economy in the western area under the guidance of scientific concept of development and from the strategic height of sustainable development of China's economy and society .This task of study is based on the latest achievements in economics. In the discussion of economic development of western region, from the new view of ecologic circular economy, this study substantiates the theories and methods of regional economics and national economics. It also tries to provide reference for the macro decision-making of the country in promoting harmonious regional economic development. Except for the introduction, the thesis is divided into eight parts. In Chapter 1, the thesis brings forward the proposition of ecologic circular economy from two aspects. The first one is that ecology, resource and environment have become priorities in the country's sustainable economic development. Secondly, there is realistic limitation of circular economic development in harmonious regional economic development. In Chapter 2, the thesis provides the foundation of theoretical formation of ecological circular economy from five perspectives as ideological precursor, resource of creation, historical root, cultural origin and theoretical basis. In Chapter 3, the thesis raises prime views on content, features, operating criteria and requirements of theoretical framework of ecological circular economy, and new thoughts on regional economic harmonious development. In Chapter 4, the thesis introduces main practices and experience of developed countries in carrying out ecological circular economy. In Chapter 5, the thesis analyzes features of nature, economy, politics and nationalities of western region. In Chapter 6, the thesis reviews profound impacts of three strategic adjustments in China's regional development in the western area, analyzes the status quo of harmonious development between economic development and eco-environmental development in the west region and demonstrates that the ecological circular economy is the best choice for western economic development. In Chapter 7, the thesis gives comprehensive statement on the development path of ecological circular economy in the western area and puts forward the detailed means and measures for developing ecological circular agriculture, industry and service industry and building ecological circular towns. In Chapter 8, the thesis discusses system safeguard and policy support for ecological circular economic development in western area.As for the research method, this thesis adheres to the Marxism basic principle, theory of socialism with Chinese characteristics and the scientific view of development. Based on the labor theory of value and theories of economics and ecology, the thesis objectively analyzes the problem of ecological circular economy development of China's western region. The entire research process is based on the system-abstract method. It reunifies the logic and history and synthetically uses the method which combines the standardized analysis and empirical analysis, qualitative analysis and quantitative analysis.The thesis strives to make new breakthrough in the theoretical system, the main ideas and viewpoints. The main points of innovation are as follows:Firstly, on the basis of circular economic theory, the thesis preliminarily raises the theoretical framework of ecological circular economy, the new theory of regional harmonious development, summarizes five features of ecological circular economy as "ecological priority, circular development, regional accommodation, regulation restriction and system compensation" based on the theories of ecological ethnics, circular economy and ecological value leading the paradigms of circular economy and technology, puts forward the concrete operational principles of ecological circular economy that are giving full priority to ecological resources, making the production environmental friendly, giving compensation to ecological functions and maximizing the overall interests, and explains basic requirement of "four equal stresses and four priorities" in developing ecological circular economy which are expansion and innovation for the theory of circular economy. Secondly, the thesis suggests new mode for western economic development and discusses realistic foundation and basic thoughts on developing circular economy in China's western region. It puts forward the detailed means and measures for developing ecological circular agriculture, industry and service industry and building ecological circular township and raises some unique ideas and suggestions on system safeguard and policy support for promoting ecological circular economic development in the western area.Thirdly, the thesis raises some new views on regional economic development theory. For example, the thesis points out that there are realistic limitations of ecological circular economy in harmonious development of regional economy while giving full acknowledgement to the positive sides of ecological circular economy; that the fundamental task of ecological circular agriculture is to overcome the anti-eco property of agriculture in the perspective of agricultural development; that building ecological circular township should give emphasis to integration of the first, second and tertiary industry in the perspective of promoting urbanization; that working force from all nationalities in the western region is the main engine to developing circular economy in China's western region, which provides starting point and premising thinking of "subjectivity" for theoretical research and system design of economic and social development in different regions of China.Fourthly, the thesis analyzes the harm of the "peasantry ideology" and "official-culture ideology" to the healthy development of the regional economy, and from the level of eliminating the relique of feudal culture which obstructs and influences the development of ecological circular economy, puts forward the new viewpoint of eliminating "political image economy" and "administration-command economy". It has positive realistic significance for comprehensively carrying out and fulfilling the scientific development concept, efficiently preventing blind decision-making and unilateral region-benefit, restraining the out-of-order development of country space, realizing the regional development by uniform arrangement and maximizing the whole benefits in regional economic development.
