| Underground economy is commonly called shadow economy in Russia.Russian shadow economy has different forms in such fields as industrial and agricultural production, finance, science & research, education and medical service,the most important categories include economic crime, corruption, capital escape and money laundering. Russian shadow economy has its own features. In 1998, the scale of Russian shadow economy reached peak—occupying 45% of GDP, later, the scale of shadow economy reduces gradually. Large scale of shadow economy brings serious influence on Russian economy and social life, it directly threatens the safety of Russian national economy. There many factors contributing to Russian shadow economy including the following, first, vacuum of moral, law and governmental right formed during the alternate period of social systems. Second, the traditional antithesis between country and citizen. Third, national greatly weakened protection ability on property right and contract since the former Soviet Union was disintegrated. Fourth, national overmuch intervention into economy; existence of monopoly, appearance of new monopoly, wrongness of policy, law and regulation, etc. The thesis defines the concept of shadow economy with legality as criterion from the angle of law, it is deemed that, as a kind of commodity economy phenomenon, shadow economy has its own structure and inherent attribute. Shadow economy has its own unique forms in Russia in contrast to other countries and the former Soviet Union. In order to deal with shadow economy, Russian government has taken measures on such aspects as politics, economy, law and education, these measures include reforming taxation system, promoting the legalization of shadow capital by taking measures, reforming settlement system, perfecting legislation, etc. By summarizing Russian experiences and lessons, at the end of the thesis, the author sums up its revelation to our country. |
