Transition Period The Government Micro-regulation Behavior Research

The main developed countries began to bring competitive forces to industries at the end of 1970's, which then results in a global tide of the government regulation, and most of industries are influenced by the regulation reform. The basic way of reform is to deregulate or rescind the regulation from the government, and this measure really pushs economy development. In recent years, the field of government regulation gradually has broaden from economic fields to social fields, such as health, safety and surrounding protections and so on. Then,regulation reform referred to system of economy and society appears.Thirty years have been passed since the beginning of reform and Open-Door policy, and transformation from System of Planned Economy to System of Market Economy has been continuing. During the period of such transformation, the single economic transformation evolves into thorough transformation, and relationships between government and market are always adjusting with the changes of economic situation and social situation, as is also reflected by change of government micro regulation actions. Although experiences and lessons from western regulation reform are introduced more, and some policy suggestions are provided in the macro level ,which can be found in the domestic literatures, in fact the effect is not notable according to the former concepts. One reason is that understanding for western national conditions is far from complete and thorough, and the other reason is that present government regulation features are not grasped systemmatically. During the period of regualtion reform, common laws of regulation have been summarized by western developed countries, and these common knowledges also provide beneficial reference for our reform of government micro regulation in the period of transformation, but these common laws are based on the condition of western developed market economic system, political structure, law system,culture and customs and habits. How can these common knowledge be suitable for Chinese situation needs further research, so it is the reason that forms writting motivation and original purpose.Therefore, the thesis proposes that deregulation should not be simply summarized for present government regulation hereby, further more economic regualtion should be reconstrcuted. With the development of society, problems of environment, safety and heath are increasingly outstanding, so social regulation should be immediately strengthened. It is well known that government regulation may be failure and that market may be failure too, because boundaries of them are limited. so striving to develop Non-government organization can reduce efficiency loss from dual failures.This thesis is arranged as follows: foreword is the brief introduction of the background, aim, significance, contents of this research, as well as methods that will be applied in the thesis.In chapter 1, based on explanation of the theory origin for government regulation, literature review of home and abroad are be carded. It is a fact that essence of government regulation is the relationship between government and market.Chapter2, the description of government micro regulation actions is made, including several representative countries, such as America, Britain and Japan.Chapter3, beginning with the connotation understanding of transformation ,basic features and situations of micro regulation are analyzed, and it is necessary that regulatory risk should be paid high attention to.Chapter4, starting from analyzing the motivation of regulation participants, rent-setting, rent-seeking and collusion are also set forth in particular,and relevant suggestions are supplied for.Capter5, after the ins and outs of regulatory Cost-Benefits are introduced, then our government Cost-Benefit situations are discussed in detail.Some suggestions are given in order to improve regulatory efficiency.Capter6, based on the reference of state enterprise abroad, reform of state-owned enterprise of Chinese features are discussed, correspondingly taking forward to ultimate form of state-owned enterprise. Thoughts on the reform are proposed in the next stage.Chapter7, according to theories of chapters mentioned above, regulatory reform of telecom industry is fully discussed from the aspect of combination of the theory and practice, with deepening the understanding for government regulatory reform in the period of transformation.Chapter8, government micro regulator boundary, regulatory target and principles are discussed for tranformation,thus basic concepts of regulatory reform are clear and definite.
