Mature market economy is credit economy. As the main part of market economy, business credit determines success or failure of the development of market economy. It is a serious problem of the lack of business credit in our country. Special report on the development of leaders in business, 2002 pointed that the characteristic of an entrepreneur is the most crucial factor that determines business credit, which showed that entrepreneur is the most key factor to determine business credit. Establishing entrepreneur evaluation system is an important measure to improve business credit. It is used at home to evaluate business credit by introducing some mature foreign methods, but it mainly focuses on financial index and lack of entrepreneur credit information, and it doesn't work well in China. This thesis seeks to build an entrepreneur credit evaluation model in small and medium-sized business (SMB) to discuss the entrepreneur rating system, which can improve the consciousness of entrepreneur credit or business credit and promote the economic development in China.After 2 years' literature research and investigation, this thesis is to talk about the present situation in this field at home and abroad, theoretically summarize some main concepts which are related to entrepreneur credit in SMB, and make sure that entrepreneur credit is a special individual credit within microcosm and medium. It is also to bind the meaning and extension of entrepreneur credit. Facing the prevalent and complicated reality of credit lacking in China, this thesis has found a key factor to improve the situation from the lay of business. Besides, it is to conclude the characteristics of entrepreneur credit in SMB, and to analyze the credit behavior and influential factors, which makes the foundation to build and abstract the main factors of entrepreneur credit in SMB.Furthermore, based on credit capital circle theory, idiosyncratic capital theory and classical credit rating method, combined deep analysis of the above content, it is to put up a credit evaluation system of entrepreneur credit in SMB, including five modules: Character, Capacity, Capital, Collateral and Condition of entrepreneur. In terms of the steps of Likert to explore rating tables, it is to build original rating table and then to determine formal rating table of entrepreneur credit in SMB after a great deal of research and consultation.Next, 500 SMB are selected as the empirical research objects. Based on the obtained data, norms research has been applied. With the help of the membership function in fuzzy math, factor analysis, regression analysis and structural equation in statistics, the data were progressed in a dimensionless way before the result was obtained and checked. Then the SMB entrepreneur credit evaluation model was constructed and practical methods were established for the SMB entrepreneur credit evaluation levels.Lastly, based on the evaluation module of entrepreneur credit in SMB and empirical data, it is to analyze the situation of entrepreneur credit in SMB from 3 aspects: entrepreneur credit character, entrepreneur credit capacity and credit condition. Despite the high awareness of SMB entrepreneur credit, credit actions are rarely seen. Entrepreneurs' credit ability—especially their profitability is not high enough, and SMB entrepreneurs do not have a strong financial basis, therefore we are not optimistic about SMB entrepreneurs' inner and outer environment. With the help of information economics, game theory and institutional economics, viewing from history, culture, social credit, property right, information asymmetric and future prediction, this thesis analyzes the underlying reasons of the low SMB entrepreneur credit. It is to build entrepreneur credit evaluation and credit rating system , establish an information spreading system, perfect business property right regulation and protecting personal property, punish those who dare to deceive and dishonest with a heavy hand and improve SMB entrepreneurs' consciousness.
