Science & technology are the primary productive forces, and are the motivating forces and source of economic growth. By increasing the amount of science & technology and optimizing the structure of science & technology investments, it has a significant meaning to make the investments more efficient and keeps economy growing in a sustained, fast and sound manner.As the rapid growth of China's local fiscal revenue & expenditure scale, people are increasingly more concerned about the distribution and usage of demand and supply of finance. Supervising local fiscal expenditure performance has become more important.This article analyses performance of local fiscal expenditure for technology and the relationship of it and economic growth of local fiscal expenditure for technology projects in China. The main research contents are as follows:1,The relationship of fiscal expenditure for science & technology and economic growth in ChinaBy the theory of unit root stationarity test and cointegration test, the relationship of fiscal expenditure for science & technology and economic growth from 1978 to 2005 in China is analyzed. The results show that fiscal expenditure for science & technology will obviously drive the economic growth, and the economic development also supports the fiscal expenditure for science & technology in some degree.2,the relationship of local fiscal expenditure for science & technology and local economic Growth in ChinaBy the theory of panel data, the relationship of local fiscal expenditure for science & technology and local economic Growth from 1996 to 2005 in 30 provinces (municipalities and areas) is analyzed, and the results show that the relationship of local fiscal expenditure for science & technology and local economic Growth have a considerable difference on regions and years.3,The performance of local fiscal expenditure for science & technology projectFirstly local fiscal expenditure for science & technology project is divided into technology development project and applied research project, and secondly its performance evaluation index system is built. The project performance is evaluated by efficacy coefficient or fuzzy word standardizing and weight. Finally the empirical analysis is given according to relevant data from questionnaire surveys of technology development projects in some cities.
