High_New_Tech industry, which is the motivation of the development of world economy at present, will facilitate the permanent development of the world. The development of the High_New_Tech industry is based on well investment environment. In china, the High_New_Tech industry is in the process of fast developing, so building an evaluation system on the High_New_Tech industry investment environment and researching on the dynamics system of this have theoretical and realistic meanings for the stable and healthy development of High_New_Tech industry.This paper, which is instructed by System Engineering and based on the High_New_Tech industry theory, investment environment theory and Complex System Theory, researches on the dynamic characteristics of the High_New_Tech industry investment environment from evaluation system, static and dynamic model and demonstration, according to its features. The main contexts are as follows:1. Based on the research in relative theory on the High_New_Tech industry and the investment environment, the relation between High New_Tech industry investment environment and traditional investment environment is put forwarded. Combining with the Complex System Theory, the complexity of High_New_Tech industry investment environment is pointed out and the research frame on that from evaluation system, static model, dynamic model and systematic forecast and optimization is put forwarded.2. By analyzing the affecting factors to the High_New_Tech industry investment environment, it is concluded as 6 aspects: natural environment, resource system, basic establishment, industrial basis, scientific resource and service standard of government. For the problem of the specialty of High_New_Tech industry investment environment to the traditional investment environment, the criteria system of High_New_Tech industry investment environment is formed by 48 specific criteria that is chosen carefully. At last, the criteria system is used on the evaluation of the 5 representative cities: Beijing, Shanghai, Wuhan, Xi'an and Guangzhou.3. The description on the dynamics system of High_New_Tech industry investment environment is from 6 aspects: natural environment, resource system, basic establishment, industrial basis, scientific resource and service standard of government, based on the evaluation system of the High_New_Tech industry investment environment. The discrete dynamic model of it is built according to system complexity and dynamics, and used in the system forecast. Based on this model, an optimized algorithm of discrete dynamics system based on genetic algorithm is put forwarded.4. With an introduction to GA- PSO hybrid programming algorithm, applying it to the solution of discrete dynamics system of the High_New_Tech industry investment environment, the result indicates that GA- PSO hybrid programming algorithm is useful in improving the dynamics system.5. Taking the High_New_Tech industry investment environment of Xi'an as the demonstration object, build its discrete dynamics system and predict the situation in five years. The optimized algorithm of discrete dynamics system based on Genetic Algorithm is applied to the optimization of it.6. Based on the static evaluation model, discrete dynamics system and optimization of discrete dynamics system, relative polices and advice are raised, serving as effective support for government decision for the development of the High_New_Tech industry investment environment of Xi'an.
