A Study Of Game Analysis And Countermove On Honesty Of The Real Estate Development Enterprises

The reform of socioeconomic market system and housing policy has accelerated the pace of the infrastructure construction and urbanization, and provided broad space for the real estate market. As China is in the economic transitional period, and the real estate market and monitoring system have not been on well, a few real estate development enterprises pursue short-term economic interest but to cheat consumers, which result in the disorder of the market sequence, the grave waste of resources, and even honesty crisis. All of these severely hold up the healthy development of national economy and the society. It is high time to perform a radical cure of the honesty deficiency of these real estate development enterprises. The system construction of strengthening and standardizing the real estate development enterprises is a complicated and imminent task.However, what is the connotation of the honesty and good faith? This is a problem that some related document has not answered thoroughly. As a result, this paper seeks the cultural thoughts of honesty and faith of China and Western countries as well as the value of honesty and faith; seeks the inevitable relationship between the honesty and faith of the real estate development enterprises and the development of the real estate and economy, and construct the harmonious society; points out the manifestation of honesty deficiency of the real estate development enterprises and its influence on the customers, government and society; presents the idea of constructing honesty and faith and culture of the real estate enterprises.The production of game of profit is the result of the affect of the two elements: market economic mechanism and social structure. As the deepening of the breaking up of society, the different interest and game groups are coming into being. Then, the market and society turn into the basic frame of game of interest. This paper supposes that the real estate development enterprises and the buyer of house become the agents, and sets up the model of game analysis of the buyer of house and the real estate development enterprise, and puts forward the chief reasons of honesty deficiency of these real estate development enterprises: the unsymmetrical information, the unsound punishment mechanism and the imperfect system of property rights. It proposes the way of solving the problem about honesty deficiency of the real estate development enterprises by means of constructing information disclosing system and improving punishment mechanism and the system of property rights. It also suggests that we should draw references from the developed countries to be one of the ways to construct the honesty and faith of the real estate development enterprises.In face of how to legalize game of interest, this paper presents concrete programme of constructing and improving information disclosing system, punishment system and property rights system on how to provide legal stage for game of interest, on how to design organization form of game of interest and on how to constitute mechanism and precept of game of interest, and so on. In terms of information disclosing system, this paper proposes two kinds of system: one is the project of the real estate enterprise development, which performs the data processing together of those related scattered information and sets up the information disclosing system for the convenience of individual and enterprise enquiries; the other is the evaluation system of honesty and faith of the real estate development enterprise. It will select evaluation quota, collect some related data and classify these data. Then, it will receive the estimated value of Logistic of those evaluation quotas by adopting the analysis data of the Logistic regression analysis model. By means of these evaluation quotas, it will conduct honesty and faith evaluation to the real estate development enterprises. As the punishment system, this paper proposes to improve punishment system, strengthen punishment intensity, and emphasize the justice of the law enforcement concerning the problem of honesty deficiency of the real estate development enterprises. Meanwhile, this paper also suggests promulgating some related statutes of ensuring information and data collection to assure the principle of opening, equality and impartiality of honesty and faith evaluation analysis. In this way, the quality of honesty and faith of the real estate development enterprises will be persisting.
