Selecting and training persons with ability is an important stratagem in the development of a country. Therefore, how to train persons with ability, especially, high-level leaders, relates to the blossom or survival of a country. This dissertation mainly refers to the training mode of leaders of six foreign training colleges such as Harvard Business School and Kennedy Government School, French Ecole nationale d'administration, Singapore Civil Service College, Lee Kuan Yew School of Public Policy and LBS National Academy of Administration, which mostly dissertates six problems such as the compositive mode and functional characteristics of their departments, enrollment systems, curriculum framework, teacher composing, internship system, teaching methods and so on. Through the study above, its main aim is to investigate the training mode of leaders in the USA, France, Singapore and India. Besides, the dissertation discusses the characteristics and the future of their training as well. The dissertation is expected to offer an international view and revelation for the training of China's high-level leaders.The dissertation consists of introduction, 8 main chapters and the conclusions.Chapter One puts emphasis on training systems of leaders in the USA, France, Singapore and India, at the same time, it also compares their training features. Through the study, we can find out that it is a long time to establish the systems of civil service and their training. In addition, if such training colleges can achieve great success and produce an important influence, they must have their own features.Chapter Two mainly compare the compositive mode and functional characteristics of their departments. From the compare, we can find out that their compositive mode of their departments. For example, Harvard Kennedy Government School mainly bases on the research centers, ENA is mainly the mode of managerial departments. However, LBS National Academy of Administration mostly consists of the research centers and the managerial departments. No matter what they are types, they all attach importance to the scientific research and social service for the training and social development.Chapter Three mostly studies their enrollment systems, as a whole, the training of civil service is always related to the examination system. For example, France and India only adopt the incorporate mode of examination, training and arranging positions. Besides, Some colleges adopt the mode of application and interviewing such as Lee Kuan Yew School of Public Policy, Harvard Business School and Kennedy Government School, but they are very strict with applicants so as to choose the best ones with leadership and temperament. Besides the ways above, designation and self-application is also a familiar way especially in the short-term training.Chapter Four chiefly probes into the curricula and features. There are abundant various and pragmatic curricula in Harvard Business School and Kennedy Government School. Besides, their curricula especially pay attention to trainees' ability. Singapore Civil Service College is able to provide a large number of menu curricula for the society every year, Through its curricula, trainees will be improved in the knowledge of law and the ability of computer. In addition, trainees' consciousness of public service can be strengthened. Importance is attached to the Asian problems in the curricula of Lee Kuan Yew School of Public Policy, which is its features and advantages. The curricula of ENA can be constantly adjusted according to the development of the society. For example, new curricula have been put in practice since January, 2006 in order to enlarge its international influence in the world. LBS National Academy of Administration. The curricula of Indian Administrative Service are made up of Foundation Course and Professional Course, which mainly refer to the knowledge of constitution, politics, social economy, law and so on.Chapter Six discourses upon composing mode of teachers. In these training institutions, teacher composing is divided into three categories such as full time, part time, and full-part time. The teachers are mostly full time in Harvard Kennedy Government School and Lee Kuan Yew School of Public Policy, which they are academic and practical. The teachers of ENA and Singapore Civil Service College are almost part time.Chapter Five expatiates upon the internship in Harvard Business School, Kennedy Government School, ENA and LBS National Academy of Administration. Of them, it takes French and Indian high-level civil servants more than one year to exercise in some important departments, we can get a lot of revelations from it.Chapter Seven mainly compares the some common teaching methods such as lecture, discovery, case, internship and so on. Especially, this chapter deals with the developmental history of case teaching, which has produced a great influence in the training of diversified leaders. Through the research, we can come to a conclusion that case teaching has achieve prodigious success in the many domains such as law, medicine, MBA and so on. At the same time, it can also offer us a new angle for teaching ways of our cadre training.Chapter Eight discusses the characteristics and the future development of training of foreign leaders. It has three facets: (1) internationalization—training institutions constantly heighten their international influences. (2) individuation—training curricula cater for the needs of diverse trainees. (3) legalization—training can be carried out according to the law. Otherwise, this chapter specially expatiates upon the internationalization of ENA, especially probes into their intercommunion and cooperation with other training institutions in order to improve its influence.The last part epilogue discourses upon some revelations for cadre training of China in compositive mode of departments, teaching, scientific research and social services.
