As a new means of utilizing foreign-fund, BOT(Build-Operate-Transfer) provides a new way for solving shortage of funds. It is attached more and more important by various countries especially by developing countries and is continuously applied in construction of large-scale project. In China, infrastructure of transportation, energy and relevant industries are bottleneck of restricting national economy and social development. Therefore it is an efficient method to use BOT mode for leading foreign-investors and social capital to invest in infrastructure and relevant industries.The essay studies the basic concept of BOT, analyzes connotation, feature and ordinary form of BOT mode, and further states the BOT application inside and outside of country. Thereout the paper studies BOT, management and control of urban infrastructure in China. Main contents of the paper is as followings:Chapter 1 presents BOT conception, existing conditions and problems in the process of application in China.Chapter 2 discusses the development trend of BOT and handling countermeasures by comparing existing study conditions and different role in economic development in various countries.Chapter 3 investigates the sources of different funds and composition proportion by using financing-frame theories and analyzes the cost of different configurations and seeks financing composition with the lowest cost.Chapter 4 further researches accessibility of ABS (Asset Backed Securitization) of construction project on the base of studying the principle of financing assets and running system.Chapter 5 studies various risk of BOT due to large investment and long period, especially traverses different risk types and corresponding classifications and managements, thus presents some methods and models of evaluating risks.Chapter 6 establishes evaluation model and researches mode of BOT return investment via studying BOT accessibility index and analyzing BOT investment return.Chapter 7 analyzes demonstratively theory and approach of the paper through evaluating prophase running and anaphase operation of a sewage treatment plant.In the process of study, the paper tries to combine the fix quantify with qualitative analysis and proposes countermeasures and suggestions on infrastructure construction by means of BOT, which has a guidance significance on promoting BOT research of theory and application.
