China is witnessing an accelarating process of urbanization. The urbanization process is always tightly connected with the utilization of land resource. The new situation, new problems during the land utilization accompany with the urbanization phenomenon. The main problems of the land market during the urbanization process are: the pace of non-ruralization is so rapid that the land supply in market is out of control; masses of transferred land are entering into the "gray" land market, which make the government lose the monopoly position in the first land market, with state-owned revenue lost and the state ownership of land is just nominal in fact; the structure of land market is unbalancing and the land allocation is inefficient; land transfer under contract coexists with land transfer under public sale; the market order is not disciplinary. All of these problems are not contingent. On the contrary, they are rooted in the institutional factors, for a fine land market is made up of regulation system, transaction system and support system, et al. All these systems are operating on the institutional platform, influenced by the institution.The regulation of land market is a systematic task, involving with the foundation, mechanism, monitor, prevention and security of the system operation. The thesis mainly analyses the prevention and security of the land market in China, based on the Marxist theories of political economics, with the theory of the institutional transition and game theory as analytical tools. This theme can not only contribute to the theoretic research, but also has great value to the practice as reference: the thesis can be seen as an exploration of the land policy instruments design of macro-regulation on the land market in China.The thesis consists of three parts. The first part is an introduction, introducing the background, motivation, approaches and logic of this research. The thesis briefly reviews and appraises the related theoretic research literature, and presents the theoretic foundation of this research.The second part includes chapter 2 and chapter 3, analyzing the history and status quo of the land market in China, evaluating the performance and depicting the reform direction. The mechanism of the land market, such as price, supply and demand, competition, is profoundly studied. Based on the study, the thesis then explores theconnection between the malfunction of the land market and the governmental intervention, so as to clarify the regulation objectives and the choices of institutional prevention.The third part is the core of the thesis, consisted with chapter 4 to chapter 7. Chapter 4 is on the land requisition institution and chapter 4 is on the land reservation institution. They mainly analyze the institutional prevention from the supply-demand mechanism perspective. Chapter 6 concentrates on the land public transaction institution, analyzing the institutional prevention from price and competition mechanism perspective. Chapter 7, based on the interactive relationship between the growth of land market and the protection of rural land, studies the institution on usage-regulation and rural land protection, analyzing the institutional prevention from the sustainable development framework.
