On Win-Win Game-Playing

Along with the worldwide expansion of the market economy, and the accelerating of the globalization and the regional economic integration, countries become increasingly involved mutually and more and more interdependent. With the enhancing of the world economy' s integration and harmonization, international economic and trade game are moving from the uncooperative orderless competition to cooperative orderly one. As a solution to the predicament of the international trade adjustment, multilateral trading system becomes the mainstream of the world economic system and values the rule of market economy as the soul. Under this system, the international trade game between members is a cooperative orderly game based on the binding rule of the market economy, being driven by the national interest and subject to the regulation of multilateral trading system. The development strategy of each member should be adapted to the changes of the rules of international trade game. Since the essence of the game-playing under multilateral trading system is cooperative and win-win, with the binding power of the rules of this multilateral system, the game-playing will enlarge the total gain of society, and the gain for each participant of the game is positive. So the kind of this game is beneficial to each party and will result in win-win, what essential for each party is to increase the internal competitive ability and build the competitive advantage, which will benefit each party indirectly in return, and whereunder lies the theoretical and realistic meaning for thisresearch.Starting with the practical experience of China's GATT & WTOnegotiation, the author makes full use of the achievements of the game theory to analyze the nature of the game under multilateral trading system thoroughly and systematically, and to seek a principle guiding the multilateral trading negotiation to a win-win game. With this research,the author finds that the game under multilateral trading system is a win-win game, and participants compete with one another politically and economically, the influence and interaction between internal politics and international economy, internal economy and international politics become more and more intense and fierce, and each party can benefit from participating this game-playing. The international politics and economics interacts dialectically, the whole set of regularities, constraints and guarantee mechanism, interests accelerating and amplifying mechanism, which evolved through more than half-century, provide the necessary internal institutional condition to realize a win-win game. The evolvement of post cold war international relation pattern, globalization, integration and regionalization of the world economy, create external conditions for international community to realize a win-win game objectively. With these subjective and objective conditions, the win-win game theory will have a theoretical and realistic significance and implications to help improve the multilateral trading system and game player' s personality, promote the development of international trade horizontally and vertically, and guide the human society to develop in a politics, economics and culture unified way, into a harmonious and universal world.
