Study On Administration Of Energy Efficiency Labeling Of Building

Energy efficiency labeling of Building is a kind of innovative administration mode developed in the domain of energy efficiency in buildings in the last years. In this dissertation, the effect, implementation mechanism, testing system and labeling indexes, supervision and effect evaluation of energy efficiency labeling of Building were comprehensively analyzed and demonstrated, and the theory frame and policy project of energy efficiency labeling of Building were offered.The limitation of traditional administration mode of energy saving, which had an emphasis on executive measure, was analyzed and summarized, and it was concluded that energy efficiency labeling of building was a means of energy efficiency in buildings administration. The effect on energy efficiency in buildings administration of the energy efficiency labeling was analyzed, and the Demand Side Management mechanism of energy efficiency labeling was also discussed.The economic model of adverse selection result from information asymmetry in the market and the signaling model of energy efficiency in buildings were made. The status, effect and the relation of the main body of the energy efficiency labeling of building such as government, testing agency, land agent and consumer etc was studied. The symmetry evolution game model of the land agent colony and the asymmetry evolution game model of the land agent colony and consumer colony were set up, and the practical significance of the models were deeply analyzed.In this dissertation, the technology characteristic of building energy efficiency was firstly studied, and the testing of building energy efficiency was compared with the testing of common industry products. The basic frame system of testing of building energy efficiency was constructed, and the indexes types and form of the energy efficiency labeling of building was determined according to the basic frame.The principal-agent theory was applied to study the relationship of the government and the testing agency, and the practical significance and effect of the conclusion of the principal-agent model was analyzed. Optimization motivation mechanism of information symmetry and information asymmetry was designed with the principal-agent model between the government and the land agent.
