There are many discrepancies between china academicians and western academicians, such as research domain and research method. Western developed countries have consummate market economy system in which macro economy policy has great influence on enterprises by utilizing market mechanism. Industry policies in these countries are not evident. So market environment has highly infection on behaviors of corporations. Western industry economy scholars mainly study the relationship between industry organization and corporation behavior. China is a developing country and our market economy is government-oriented market economy. In China, scholars paid attention to industry structure and industry policy. Currently, scholars have more interest in the field of industry organization policy.Japan is one of the most developed countries whose industry policy is consummate in the world. After the second war, Japan adjusted industry policy to correspond to the development of Japanese economy, and made sure which industry should be developed first and how to distribute limited resources to support these pillar industry through policy measures. On the one hand, industry policy which Japan government has enforced played a crucial role in the different phases of economic development.
