Study On The Eco-Budget Procedure In Urban Environment Manangement

The sustainable use of environmental resource in city is the foundation of urban sustainable development, and also becomes the central object of urban environmental management. In order to attain the object, we must control the consumption of resource within the ecological carrying capacity. The ecoBudget is an applicable approach developed by the ICLEI, which could plan and control the spending of environmental resource to balance the physical income and output. After three time application in European local city, the ecoBudget procedure becomes more and more regulating. In our country, urban environmental pollution and resource exhaust are serious, and many shortages exist in the urban environmental management system, how to bring the ecoBudget procedure into local environmental management system to promote local sustainable degree forward is the focal issue in this paper.The paper seeks theoretical support for "why" and "how to" applying the ecoBudget procedure in Chinese city, arguing the generation mechanism of ecoBudget, producing the accounting framework of ecoBudget which consists of the elements' confirmation, measurement, record and information exposure. The paper also analyses that the ecoBudget is an effective mechanism possessing of plan-do-check-action function taken form of the Deming cycle.The paper introduces the meaning, principal and setting method of ecoBudget procedure, summarizing the practical experience of European cities. All this is prepared for Chinese city to apply the ecoBudget procedure.The paper analyzes the shortage of Chinese city environmental management system and the demand for information from the point of practice, producing the necessity of applying ecoBudget in Chinese city. By demonstrating the necessity, investigating the contents and measures of urban environmental forecast, environmental monitor and environmental audit in our country, the feasibility of applying is demonstrated. Based on the necessity and feasibility, the paper designs the proposal for applying it in our city.
