It is the tide of financial liberalization and the vigorous development of financial globalization that objectively requires all the countries to enter the process of financial globalilzation by carrying out the financial open policy. China's financial openness was continuously carried out after the formulation of the fundamental policy to comprehensively reform and open to the outside world in 1978. For several years, we've obtained many accomplishments that attract worldwide attention. Meanwhile, the pace of financial openness is continuously speeding up. However, the experince and lessons learned from several developing countires show that, since the financial strength of the developing countries is generally weak, while such countries must act in accordance with the rules formulated mainly by the developed countries when participating in the international financial activities, the internal financial fragility may easily induce diversified financial risks unprededented and endanger the financial security of these countries. As a great developing country, China also meets the above-mentioned problems in the process of financial openness. This increasingly makes the study of financial security an important question for discussion. In the opinion of the author, it is recommendable to do the research on financial security in a dynamic way, thus it is quite important to analyse China's financial openness in phases. Besides, since the degree and speed of openness among the different financial services industries differs a lot, the different financial security problems each faces should be studied respectively.
