An outline for research is set which can be demonstrated as: basic theories of entrepreneurs' human capital — evaluations of entrepreneur's quality, work performance, human capital value—the design of evaluation mechanism—the establishment of professional evaluation system. The theory and method system of evaluation on entrepreneur human capital management is established, and the system is applied to the specialized practice of entrepreneur human capital management, in order to improve the level of evaluation on entrepreneur human capital management.Firstly, based on the existing theories and practical results, in this research, the essence and characteristics of entrepreneurs' human capital is analyzed, and the internal logic relationship between entrepreneurs' human capital and human recourses is made clearly, and the contingency theory of the evaluation system for the human recourses capital management and entrepreneur human capital management is proposed.Secondly, under the guidance of contingency theory, in this article, the characteristic requirement in every stage of the enterprise's life cycle is investigated, and the evaluation index systems for different entrepreneur qualities and performances which base on enterprise's life cycle theory are constructed, and advanced statistics methods—support vector machine (SVM) is used to carry on the comprehensive evaluation.Thirdly, on basis of investigation on entrepreneur s' life cycle, option theory and method is used to confirm the dynamic value of entrepreneur s' human capital, and relevant model for evaluating the value of entrepreneur s' human capital before its quitting and gives related decision requirements is set up. Then model of game theory for evaluation of entrepreneur s' human capital on basis of transmission process for evaluation signals of entrepreneur s' human capital is set, and effective exploration is made on the design of evaluation mechanism of entrepreneur human capital management combining the evaluation for entrepreneurs' human capital and allocation requirements.Finally, the author holds the opinion that the evaluation for entrepreneurs' human capital should be professionalized, and as refer to constructing the professionalized evaluation system for entrepreneurs' human capital, methods for realization and political suggestions is proposed in this article to strengthen the application of evaluation for entrepreneur s' human capital.
