After reform and opening-up, different fields such as the economics and society in urban and rural areas in China,etc. has been developed rapidly, not only has solved 1.3 billion people's adequate food and clothing but also already basically realized the goal of development of the well-off society. China has made the achievement attracting people's attention in the world. However, unassailably, the social and economic gap between urban and rural has been being greater and greater, problem about countryside, peasant, and agriculture(three agricultural problem) is outstanding increasingly, and become shackle of national economic development in the new period.The socio-economic development balancing urban and rural that the 16th National Congress put forward has pointed out the direction, for solving three agricultural problem, narrowing the gap between urban and rural, and has raised the curtain for balancing urban and rural development in China too. In the new period of construction of well-off society comprehensively, balancing urban and rural development has become China's important task of national economic development already, Which have received the height concerns and attention of the various circles of society.This dissertation based on cluster theory, has set up the theory frame studied balancing urban and rural development, regarded that as guidance, has further researched balancing urban and rural development problem, the main content is as follows:Chapter 1 is Introduction.It Has introduced the background of the selected subject, theory and practice meaning of the study, technological route, main Methodlogy, contents frame structure to research the subject. And it has expatiated and evaluated domestic and foreign literature on relevant problems.Chapter 2 is basic theory review. After explaining and evaluating dual structural theory, division of labour theory, polarization theory, the New Competitive advantage theory and innovation theory, and sustainable development theory, it has analyzed the deficiency of the theory frame studying balancing urban and rural development at present, based on this, it has proposed and set up the theory frame based on cluster theory to study balancing urban and rural development by taking relevant basic theories.
