The Study On China Agricultural Support Policy

At present, China has been at the stage of industrialization. The non-agricultural industries have already been in the leading place in national economy. The increasing power of national economy has mostly come from the non-agricultural. Characteristics between industry and agriculture now are: agriculture doesn't provide funds for industry, and industry should support agricultural development instead. But after China enter into WTO, we should build a system of agricultural support policies. At the same-time, we should pay attention to the modes and effects of agricultural support policies. Therefore, we must study the roles at the new stage and experiences of developed countries, find out the basics, evaluate some agricultural support policies in our country, and put forward some advices.On the base of using the results made by experts from domestic and international, this dissertation has made a deep research and try to sum up the international economic theory in term of supporting agriculture policy, and analyze the background and objective situation of China's agricultural support policies at the new stage; we use econometric model to analyze the impact resulted from the production support policies and price support policy, and use DEA model to analysis the efficiency of fiscal support policy. In the cases, we emphasize on analyzing rice subsidy model from theory and practical angle; in macro term, we set up agricultural support system from estimating the character of agricultural support at the new stage and at last give some good advice.The dissertation includes eight chapters and three parts. The first part is from chapter one to chapter three, which are belongs to general part. The first chapter mainly discusses the research scale and research necessity. The second chapter is the logistic start of this dissertation; its aim is to find the good experiences for China by analyzing and comparing agricultural support policies of US, EU and Japan. The third chapter is to research the history of China agricultural support policy and evaluate the current status; the second part is from chapter four to chapter seven, which is the core of the dissertation. The chapter four is to make a research on the supply of agricultural support fund from fiscal department, and explore its efficiency by using DEA model.
