The key points and difficulties in the reform of Chinese socialistic market-oriented economy system all concentrate on the field of the reform of State-owned enterprises. However, the problems of State-owned enterprises reform haven't been solved yet because of the sluggishness in reform of State-owned assets supervising and administrating system. For the time being there's no corresponding State-owned assets supervising and administrating system in line with the reform of State-owned enterprises. In a sense, it is difficult for the reform that confines to State-owned assets itself to achieve something if there's no breakthrough in reform of State-owned assets supervising and administrating system. The reform of State-owned enterprises can't achieve success if the reform of State-owned assets supervising and administrating system fails. Therefore, at present for the reform of State-owned enterprises as well as the reform of whole economy system, it is an urgent task to promote the reform of State-owned assets supervising and administrating system and set up a new State-owned assets supervising and administrating system corresponding to market-oriented economy system.Chinese State-owned assets belong to the whole Chinese people, so Chinese people are the ultimate owners of State-owned assets. However, the whole people are an abstract collective concept and can't administrate the State-owned assets by themselves. As a matter of fact, management of Chinese State-owned assets adopts the way of principle-agency. Chinese people as a whole are the principles, the operators of State-owned assets are the agents, and the mid-layer includes the National People's Congress, central government, local government, State-owned assets supervising and administrating organizations, companies operating State-owned assets and the like. These organizations form the chains of principle-agency relationship. This dissertation divides this principle-agency relationship into three chains: political principle-agency relationship chain, administrative principle-agency relationship chain and economic principle-agency relationship chain. Relative reform suggestions are put forward after analyzing the development, achievements and deficiencies of the above-mentioned three chains.The dissertation can be divided into six parts as follows:The first part is introduction. In this part, the author first puts forward questions and analyzes why it is necessary to study State-owned assets supervising and administrating system and then makes a systematic and conclusive retrospect on the documents about the study on State-owned assets supervising and administrating.
