The paper researches on the relations between household consumption and income after the reform and open-up policy has been taken in China, makes academic definition on household consumption of Chinese socialism and formulates the basic design for later adjustment of the income distribution system.Since the inception of China's reform and open-up policy, the national economy keeps rapid growth with constant increase in household income and consumption. On entering 90s of 20th century, as the effect release of the reform and open-up comes to an end, the deeper contradictions of economic system still remain unsolved, and the increasing speed of household consumption and income draws slow. Although the Chinese economy still maintains rapid growth, but the growth mainly depends on the increase in investment and export. As a typical dualistic economy, China has got nothing to blame about putting too much attention on basic investment; however, the economic growth can not rely on investment and export in the long run. In the recent 20 years, the average consumption rate of Chinese household remains around 50%-60%, nearly 70% lower than foreign countries.
