Administration exists as human exists, and it has drawn great attention from thinkers, politics, philosophers and administrators in history. Since 20th century many books on administration have been written, the research on administration has greatly deepened. However, when we look into those books, it is obviously that they are short of profound and systematic research on the essence of administration. Put it in detail, there exist four shortcomings: The first is the ignorance of the premise of administration, that is, the ignorance of the foundation from which administration generates and exists. The second is the shortage of study on the interaction between administration and practice, that is, the shortage of inquiry into the formation, progress and function of administration. The third is the shortage of study on the relationship of administration, or on how administration shows itself. People usually treat administration, enterprise administration and other social administration as equivalent, thus overlook self-administration and the existence of"I"in administration. The fourth is the shortage of study on the meaning of administration, that is, what is administration for. Thus, the aim of administration, especially its influence to private life is overlooked. These four shortages are rooted in the shortage of a philosophical understanding on the basis of Marx's philosophy, especially the shortage of a human reflection on administration. The article tries to understand and reflect administration from a philosophical and human view, and tries to solve the four problems above mentioned.
