As a country's important development strategy, opening up refers to that under thecircumstances of the society becoming more developed and more opening, a countryattains to development and modernization by participating in international affairsvoluntarily and equally, keeping goods, people and information exchanging, flowingand contacting with outside world.After WWII, especially since 1970s, with the deepening of economicglobalization and changes of international politics, more and more developingcountries have adopted opening up as one of their national development strategies. Inthe process of opening up, developing countries have created diversity of models,such as state-lead model, state-oriented model, market-promoting model andmarket-oriented model. Though there are great differences among these models,whatever model a state choose, so long as it bases on its national conditions and thecurrent international operating rules, it would be success.Development is the core aim of opening up strategy. In the process of opening up,economic growth has often been focused on while social and political developmentneglected, which would cause series of social problems that become obstacles tofurther economic growth. So opening up not only requires economic growth, but alsosocial justice and political democracy, that is to say, the starting point and end-resultof development is human-orientation.The implementation of opening up in developing countries demands globalgovernance. Global governance refers to a process in which international actorsresolve various problems of international society by participation, negotiation,cooperation and so on, to create and maintain international political and economicorder that is fair and reasonable, peace-promoting and progress-advancing. Globalgovernance is benefit to the world, especially to the developing countries which areweak in the ability of deal with international economic shocks. On one hand, theimplementation of opening up gives developing countries chances to participate inglobal governance, on the other hand, the participation of developing countries inglobal governance would create more advantageous international environment to theopening.China has achieved great success since the opening up taken more than 20 yearsago. On review of China's opening up, some basic experiences can be summarized,which could be referenced by China and other developing countries. In the future,China will take the idea of "harmonious society" and "harmonious world" as guidanceto promote the opening up to a higher level.
