| On November 4, 2002, China signed the frame agreement of overall economic cooperation with Association of South-east Asian Nations (ASEAN) formally in Phnom Pen, capital of Kampuchea. The agreement proposes, both sides will build up China-ASEAN Free Trade Area in 10 years. This is another great step which China should take to the economic globalization and regional economic integration. Different by compositions of developed country mainly with European Union and Free Trade Area of North America, China and most countries of Association of South-east Asian Nations are developing countries. How to bring about a successful way of regional economic cooperation between China and ASEAN Free Trade Area is worth studying. Before involving in regional economic cooperation of China and Association of South-east Asian Nations, we should study area integration first. I think, globalization and area integration are both distinctive and connective from each other. Globalization is shown as the liberalization of international trade, international investment, international finance, international technology communication mainly. Although the contents of area integration include the trade, investment, currency, technological liberalization, they are an organic entity here. In another word, the regional economic integration aims at achieving industrial optimizing and economic growth by the cooperation among the resources, capital, manpower and the use of every policy successfully. So regional economic cooperation is not that simple of those trade, investment, manpower, technology, etc. The essence is industrial cooperation while a certain one-sided cooperation. Further speaking, it is the compound cooperation of three industries. Industrial cooperation is the successful assurance of regional cooperation especially for those regional economic organizations that are mainly composed of developing countries. The paper has analysed to the international regional industrial cooperation theoretically at first. The industry is the economic centre, industrial cooperation should become the centre of regional economic cooperation as well naturally. And industrial cooperation is not only the unions of three major industries but its overall cooperation of technology among trade, capital circulation, investment and the government cooperation with various kinds of intermediaries of enterprise as well. The goal of regional industrial cooperation is to set up rational regional industrial structure and realize the lasting growth of the regional economy. The thesis distinguishes and cooperates with different kinds more of regional industries. The paper especially proposes that it is different to cooperate with international industry in the general meaning. In regional industry's cooperation, the special function the government's mechanism plays is very important. And then, the thesis summarizes international regional industry's cooperative development in practice. European Union and free trade area of North America are nowadays regarded as two more well-developed international regional economic organizations in the world. They have formed two kinds of different modes, namely European mode and North American mode in industry's cooperation. Furthermore, in the most countries of Asia, Africa and South America especially in the developing countries has already launched industrial cooperation and it is upgrading constantly. The major parts of the following thesis have given a deeper analysis to the current situation and characteristics which China cooperates with Association of South-east Asian Nations. It has also coverd their advantages, basic mode, concrete content, existing obstacles and the measurement for a further advancement. The aboved analysis of the current situation show the characteristics through cooperation between China and every ASEAN members. The comparative advantages and dividing the work of industry between China and every ASEAN members can be just beginning to see but it's still lower at the competence of overall cooperation. The multi-level and disequilibrium on the way to development are existing at the same time. By the look of cooperative content, three major industries all have their cooperation, but take secondary industry as the core. The industrial cooperation sponsored by China and ASEAN countries is based on deepeer analysing the newest situation of economic development of the world, and the inevitable choices have been made after examining domestic and outside-world economic development closely in an all-round way. There are a lot of advantages that include biliteral good cooperative hope, the complementarity of the industries of both sides and well cooperative foundation, great attention of the governments of both sides all conductive to launching industrial cooperation between China and ASEAN countries at present. Considering the current situation of development of industry and economy in China, ASEAN countries. Furthermore, considering their proceeding of forming and evolution cooperating with industry in economy synthetically and present industrial cooperative development, the basicmode that China cooperates with industries of ASEAN countries can be summarized as follow: taking government as the leading factor, based on agriculture and general processing industry, the multi-level, many angles, omni-directional cooperative mode of style of opening. Concretely speaking, industrial cooperation is the one of three major industries. Among them primary industry is mainly agriculture, the secondary industry is mainly industry, other departments and industries in addition all belong to the tertiary industry. In terms the one of China and Association of South-east Asian Nations, the cooperation among three major industries is still at the starting stage. At present, the step taken in agricultural cooperation is relatively great, industrial cooperation is being advanced in an orderly manner, the tertiary industry, especially cooperation of traffic, communication, finance, etc. are under the fast development. The trend of the times indicates that China and Association of South-east Asian Nations must cooperate their industris. But comparing with the industrial cooperation from Europe and North American, the irrefutable fact shows that a serial problems are existed in such as market economic development and economic system and political culture hindering China's industrial cooperation with the ASEAN countries. So does the degree of difficulty on industrial cooperation. During the proceeding to the industrial cooperation between China and ASEAN countries, we should promote and form the industrial merger and industry upgrading among these countries. We should also promote the industrial upgrading and gathering. And Arranging for industrial division of labor properly among such countries as China, Association of South-east Asian Nations, U.S.A. , Japan and Korea S. ,etc. is also needed. The leading goal that China cooperates with Association of South-east Asian Nations in industry is to realize industrial optimizing and economic growth through the development of open economy, which mainly rest on the collective accomplishment of government and enterprise in China and other countries from Association of South-east Asian Nations.
