Mineral resources are material bases which human society are relying on, and a key part of the chain of sustainable development too. Tax policy is an important means government can employ to adjust and control mining sector. A steady and attractive mining tax system not only is a main index for evaluating the mining investment environment and potential, but also shows the level of mining competitiveness of one country.My attention to mining tax system of China started from a social investigation that I took part in about the tax burden of China's nonferrous metals mining industry in 2002. Further study indicates that an effective special mining tax and fees system hasn't been set up by far, because the specificity of mining industry was ignored at the beginning of designing the tax system. The complex tax system, the tangled tax structure, the weighty tax burden and the less tax preference, not only go against the cultivation and internationalization of the mineral properties market, but also weaken the competitive power of China's mining industry and mining products in the market at home and abroad.I managed to investigate systematically the issue of the optimization of China's tax and fees structure in a point of view of "tax and fees all-in-one" and definitely put forward the basic aim of China's mining tax and fees reform, which is to accelerate the sustainable development and enhance the competitiveness of mining industry. After the systematic comparative study of China's and western mining tax and fees system, I analyzed profoundly the optimization of the category of tax and fees, the management of tax and fees and the structure of tax and fees, then I suggested that a new pattern of mining tax and fees be created, which main body includes VAT and royalty, and which supplementary parts are corporate income tax, depletion allowance and environmental protection tax, etc.The quantification theory is the main body of the "tax and fees all-in-one" study, which focuses on the research of the amount and structure of tax and fees. In order to give a valuable example for the mining tax and fees reform, the dissertation began from the partial equilibrium analysis and general equilibrium analysis of optimal tax and fees and then gave an estimate outcome of the real burden rate of VAT of China's nonferrous metals mining industry through introducing the present value of earnings model and building a regression analysis model.At the end of the dissertation, some proposals were tabled to optimize the structure of mining tax and fees, such as the three schemes of VAT transformation, the two-step program of the reform of resourcestax, mineral resources compensation and royalty, the establish of tax preference system aiming at mining activity. In addition, some supplementary measures including setting up a sound social security system, strengthening the management of mineral resources property right, accelerating the commercial geological perambulation and perfecting relevant management system of mineral resources etc., should be taken too.Some research methods, such as historical analysis, comparative study, regression analysis, cross-study and questionnaire investigation are applied in this dissertation. From the angle of mining economics, public economics, welfare economics, ecology ethnics and law, I analyze and discuss the history, problem, cause and reform trend of China's tax and fees structure in the round. The dissertation is a combination of theoretical study and empirical study, and also an integration of qualitative analysis and quantitative analysis.
