At the present day, industrial clusters become wide-spreading phenomena in economy. More and more districts in our country want to promote their local economy through industrial clusters. But some of them succeed, and others failed. The function of government in the formation and development of industrial clusters is disputable in academic circles. It becomes a common concern to many scholars and policy makers that how to build an industrial cluster and how to promote it. To answer and solve these questions is the very goal of the research of this thesis. Center on the goal of the research, the author studies industrial clusters from their formation mechanism and regularity of evolution, and presents some policy suggestion for the local government.First, in this thesis, the author presents two concepts — regional factor and agglomerate effect through extending Weber's theory of location factor, and analyzes the component of regional factor and agglomerate effect, and builds a two company-two district model. Through analyzing the location decision of the two companies in the model, the author explains the effect of regional factor and agglomerate effect in the formation of industrial clusters. Two evaluation index systems of regional factor and agglomerate effect are established in thispaper. Using these two systems, we can do further quantitative analysis on regional factor and agglomerate effect.Then, the author studies the development and evolution of industrial clusters. The industrial cluster is considered as a biological community, and a mathematical model of an industrial cluster's logistic growth is built. Based on the logistic curve of industrial cluster, the author recognizes three evolution stages of industrial clusters: germination, rapid development, and maturity. The internal and external factors which influence the trajectory of the industrial cluster are found through analyzing the parameters of the model. The author also studies the transformation of industrial cluster when the parameters of the model change rapidly.Using the theory of population ecology, the author studies the "balance of nature" in industrial clusters Three kinds of relationship in industrial clusters — competition, mutual benefit and up-down stream are analyzed through three mathematical models, and equilibrium conditions of the three models are given and explained. Based on this, the author gives the conditions of cluster's "balance of nature". Then, an evaluation index system of industrial cluster's "balance of nature" is built based on above research.Based on the theoretical research above, the author discusses how the local government to affect the development of industrial clusters andthe policy should be made. To the districts that no industrial cluster exists, the local government should enhance the regional factor of their own districts in order to attract enterprises to cluster. If there are some industrial clusters in the district, the local government should make different support policy to the industrial clusters which in different phases in their development.Finally, the author studies two industrial clusters in Liuyang, Hunan,China. Using the three evaluation index systems built above, the regional factor, agglomerate effect and "balance of nature" of Liuyang biomedicine industrial zone and Liuyang fireworks cluster are evaluated, and some policy suggestions are presented to the local government based on the evaluation.
