Since the 20th century, with the great improvement of scientific and technological progress and social productivity, mankind has created the unprecedented material wealth, this has advanced the process of development of civilization with higher speed. Meanwhile, population increases hugely, resources are consumed excessively, environmental pollution, such questions as the ecological disruption, etc. appears day by day. Serious development with economic hindrance and improvement of people's living standard, threaten to survive in human future. The day by day sharp contradiction gets the great attention in the global range between environmental resources state and economic development. The foundation of environmental resources of our country is fragile, the present stage, such a series of ecological environment problems as soil erosion, lake degrading, serious shortage of rivers blanking, water resources, water body and air pollution ect. have already been conspicuous day by day and fettered the future growth of the economy of our country seriously. According to the World Bank statistics, during the middle period of 1990s our country has suffered from the losses caused by environmental pollution making up making up proportion of GDP 6% to 8% every years. Xinjiang is an important component of west of our country, its strategic position is irreplaceable. There are abundant environmental resources advantages in Xinjiang, but the ecological environment system of Xinjiang is extremely fragile, the land area of desertification of the whole boundary has already been reached 9.61×104km2, the area of sand blown by the wind has already been reached 2.26×104km2, the river of Talim, due to excessive population, has its course shortened by 300km,causing Luo Bubo and lake of Taitema to dry up in succession. In the past 20years, though remarkable has been achieved in such respects as the national or local governments at all levels controlling and optimizing in the environmental resources, country invest environmental cost of pollution control account for 1% for GDP already every year, but because the population pressure of our country is great, extensive growth mode is traditional, environmental protection regulation system is not prefect and the level industrialization degree of environmental protection, is low, it is unfavorable to the economic development of our country to cause the environmental development and utilization of resources, Xinjiang is in particular. This text regards environmental development and utilization of resources as the research object, analyzing environmental development and utilization, regarding Xinjiang as the typical area andcarry on research. This paper makes some research on coordination during economic development and environmental development and utilization of resources of our country, sustainable development. As a result, it helps to keep the province border advantage of ecological environmental resources quality to Xinjiang, and realize the system benign operation and sustainable development of the regional economy of environmental resources have certain practice function.The thesis absorbs previous scientisits' coordinate theoretical foundation of sustainable development to between environmental resources and economic development fully, has analyzed the state of environmental development and utilization of resources at first, proposed the economic values of the environmental resources and made the environmental development and utilization of resources to send the countermeasure and suggestion in sustainable development. The most effective way of efficiency resources to put forward the traditional development model to transform into recycle economy mode. Some strategies include legal system of prevention and control of pollution of environmental resources, the strategies of industrial prevention and control of pollution and national resource security system.At last, Regarding Xinjiang as the typical area, the paper makes real exemplified analysis of the current situation of environmental development and utilization of resources of Xinjiang and existing problems, especially the oil and gas, proposed the concrete countermeasure and suggestion of environmental resources reasonable exploration of Xinjiang, expect the study on development of Xinjiang characteristic advantage industry to carry on the research both on theory and practice.
