Research On The Construction Of Forestry Expenditure Pefrormance Evaluation System In Xinjiang Local Finance

Forestry is the main part of Xinjiang terrestrial ecosystems, Which plays significant t role in improving ecological environment maintaining ecological balance, and promoting sustainable development. In recent years, with the nation's strongly support, local finance pays much attention to forestry economy and investment is increased in forestry year by year, which leads to a performance management problem in the funds of forestry project. Exploring related theories and practice on Xinjiang forestry expenditure performance of Xinjiang local finance, the significance of building performance evaluation system in forestry expenditure of local finance lies in:it can perfect performance assessment system in local financial expenditure of Xinjiang, carry out performance management of financial budget and to provide scientifical basis for local government in forestry expenditure budget, to build the public financial system; at the same time, it can change the concept of management of the forestry funds, strengthen the management and supervision in using forestry funds, discover promptly the problem in forestry expenditure project management of local finance, and improve using efficiency of forestry funds.The dissertation applies the following research methods:combination of theory and practice, qualitative and quantitative analysis.empirical analysis and normative analysis, questionnaire,and fact analysis,etc. to make a systematic research in classifying special project expenditure of Xinjiang forestry finance, building performance target system, and the general and specific character index system,and setting up the weight of index. According to the function of special funds of Xinjiang finance, the project is divided into five kind:ecological benefit, technology popularization, forestry basic construction, forestry pest prevention and supporting development of modern agriculture. In the dissertation, performance target of five kind project are made. According to the target of project performance, performance evaluation index system of the generality and individuality are built, and finally performance evaluation system of forestry project funds are established. Xinjiang characteristic forestry and fruit trees project and construction project of villages and towns are analyzed from empirical, andthe evaluation result are analysed and some suggestions are put forward.The innovation of the dissertation is to make a scientific classification to financial project of Xinjiang forestry. On the basis of which, according to two kind of performance evaluation targets of generality and individuality, combining with the phase of project development, performance evaluation system are designed, which improve performance evaluation system of specific project of XinJiang forestry finance and it will be of great significance to performance management of specific funds of Xinjiang forestry.
