Studies On Development And Reform Of Chinese Aviation Industry

After the founding of new China, transportation service of China's civil aviation has developed rapidly from a zero base. With the reform and opening-up, Macro economy of China has been rising at high speed and The Chinese miracle has also made China the focus of the worldwide attention. In the past thirty years, with the policy of reform and opening-up, transportation service of China's civil aviation has developed fast, made a number of brilliant achievements. The industry scale has already ranked the second place of the world, only been surpassed by The United States. So far, It has become a significant industry sector of China and has played an important role of our national economy.Due to some historical reasons, transportation service of China's civil aviation is regarded as one of traditional monopolized industry sectors. So, the reform of its industry regulation has been paid great attention by academic circle in China for the research of systems of monopoly industries.Currently, general framework of socialist market economic system has been set up in China. It's becoming better and approaching perfection day by day (?) Meanwhile, transportation service of China's civil aviation is at the critical stage of deepening reform. As a result, the research on the reform of regulation of transportation service of China's civil aviation would not only have its academic value but also have practical significance.In addition, I'm now teaching in civil aviation flight university of China and I'm concerning about transportation service of China's civil aviation. That's why I choose this topic as my research.The general idea of this paper is to obtain the objective laws of relations between the development and the reform of regulation of transportation service of China's civil aviation. According to the comprehensive analysis of the development of transportation service of China's civil aviation and the objective laws behind it, I try to seek the right direction of the industry reform and recommend some practical proposals for the reform.Government regulation of the industry is a crucial part of the industry system because of its monopoly status. As a result, government regulation and reform in transportation service of China's civil aviation would be the entry point of this paper. By the use of principles of regulation economics,the analysis between the policies and its effects of the regulatory reform, the objective laws related to industry development and regulatory reform would be sought. Furthermore,. on this basis, by drawing on the experiences of regulatory reform on transportation service of civil aviation of the US and Japan, several valuable suggestions for our regulatory reform would be proposed in this paper.To seek the right direction for the transportation service of civil aviation of the current reform, on the basis of the research of regulatory reform on the industry, institutions of the industry are fully discussed in this paper. According to the theory of institutional economics, institutions would be the key factors of the industry economic performance. In this perspective, the history of the transportation service of China's civil aviation represents the evolution of our institutions. And the current bottleneck problems could be explained as bugs of our institutions. By the analysis of the reform process from the aspect of the institutions, the relations between the industry economic performance and the institutions would be found. In addition, a dialectical relation exists between the institution optimization and the policies for the reform of industry institutions. Specific reform measures and the direction of deepening reforms would be put forward,.
