Mining resources, particular for coal pits and metals, being one of the most important energy sources, which is considered as major mining object in the past and a long time in future in China. The yearly increasing percent of mining is a double-edged sword,which has not only promoted national socio-economic development, but also damaged or taken up vast land resources, including arable land resources, then inevitably triggering a series of social, economic and ecological environment. However, the current situation of reclamation is concluded, as the rate of land damage is much faster than that of land reclamation, then causing severe damage of many mines,deterioration of living environment and other problems.Therefore, the Fifth Plenum of the 17th Central Committee (2006-2020) emphasized on the basic state policy that, strictly protect arable land and basically ensure national food security. "National Land Use Planning" (2006-2020) also stated that, ensuring 1.8 billion mu of arable land is the basis of a comprehensive development of land reclamation. In brief, mining reclamation, especially for coal and metal mines, is considered as one of the potential ways to replenish land.On above context, the whole framework of the paper is a review on land reclamation potential. First, relevant technical terms and basic theory of land reclamation potential is introduced; Second, the evaluation of current domestic and international research on land reclamation potential explicitly described research orientation of land reclamation in China's coal pits and metals, metal ore mining, then, the paper screened research methods based on literature analysis, land confirmation statistics and mine geology analysis. The results showed that combining the above methods with national land damaged parameters, typical provinces land damaged parameters, typical mining land damage parameter analysis, and mining reclamation schemes approved by the Ministry of Land and Resources and provincial office officials obtained mining damaged parameters in the development and utilization process.Based on "Land reclamation provisions" (1988) and "Land reclamation regulations, national damaged land in mining areas is divided into historical legacy abandoned land, damaged land and Intending damaged land. Meanwhile, the area of damaged land in coal, metal mines calculated based on statistical analysis of damaged land parameters. On that basis, the use of statistical analysis, typical sample survey method, empirical analysis, analogy analysis, trend extrapolation etc. were applied.The main conclusions of this dissertation are as follows:(1) Determined the meaning of land reclamation potential. To be explicit, damaged land can be transferred into utilizable land, such as agriculture, forest and animal husbandry by engineering and biological measures under certain economic, technological and ecological condition. (2) Calculated the land reclamation potential of coal pits and metals in China. From1987 to 2009, among reclaimed land,forest and grass land,and construction land took up 6.278,7.2904 and 1.5076million mu respectively and tremendously alleviated the pressure on cultivated land conservation and construction land.From 2010 to 2020, this potential will add up to 18.6 million mu, which will be significantly conducive to steady development, food safety and cultivated land conservation. (3) Ascertained the subject of investment in land reclamation. Considering the existing policy, this dissertation divided the subject of investment in land reclamation in China into three stages:First, before 1987, it was hard to determine the reclamation obligators of the destruction land of coal mine and metal and governments at or above the county level are obliged to reclaim these land.Frome1987 to 2009, reclamation obligators and governments at the county level cooperated to reclaim these lands. From 2010 to 2020, reclamation obligators were fully responsible for land reclamation (4) Verified the geographical distribution of land reclamation potential of the destruction land of coal mine and metal.According to the condition of destruction land and distribution of vital coal bases and coal mines in China, this thesis focused on Reclamation potential layout from the macroscopic perspective. This location can serve the vital land reclamation projects and the subsequent projects can be carried out scientifically, reasonably and systematically.
