In recent years, due to the potential broad applications in the field of laser technique, laser glass has a rapid development and gives an impulse to the improvement of laser, also becomes an important kind laser material applied to high power and high energy laser, such as Yb3+-doped double cladding fiber laser arising special attention recently.In this paper, the structure, the components and the process parameters of the host glass were devised , also the silicate glasses doped rare earth ion with better laser performance were fabricated by high temperature melting in order to meet the require of the high power laser. The spectra parameters of the glasses were calculated by the theory of Judd-Ofelt, and the absorption spectra were determined with Lambda 900UV/VIS/NIR Spectrometer in PerkinElmer in U.S.A, and the fluorescence spectra and up-conversion emission spectra were obtained by Triax320 Spectrometer in Jobin Yvon in France, the fluorescence lifetime was gotten by TDS3012B oscilloscope in Tektronix in U.S.A. The effects of the concentration of rare earth ion and glass construction on the spectra characteristic are displayed by the theoretical calculation and the performance analysis, and the materials applied for the Yb3+-doped double cladding fiber are fabricated, respectively used to fiber core and cladding. The main results are as following:1) It is showed by the theoretic calculation of Judd-Ofelt and the experiments that with the growth of the Er3+ concentration, the spectra parameters increase, including strength parameters, Ωλ(λ= 2,4,6), transition intensities, line strength, spontaneous radiation probability, the branch of fluorescence, and these parameters get the maximum with 0.25mol% Er2O3; which persents the better concentration of Er2O3 is 0.25mol% in the glasses.2) Isat, β, Imin and the gain paremeter in Yb3+-doped silicate glasses are 14.7 KW·cm-2, 0.1398, 2.05 KW·cm-2 and 2.63 ms·pm4, respectively, which are superior to those of the other silicate glasses and are the same with those of the other phosphate glasses.It is proved that the spectrum properties can be improved effectively based on...
