The driving under modern technical equipment has greatly decreased the accidents on the sea, but measurements of this kind are far from enough. It is reported that human factors occupy a high percentage in marine accidents and human has just caused about 90% of the collision. Consequently, to reduce the affection of human being, the information quantity and the accuracy of the collected data in the control system play an important role in ship collision avoidance and ensuring the safety of ship navigation.In consider of the limitation of harbor VTMS radar and ship navigation radar, view of using infrared image system as a data collection sensor besides radar and AIS was presented. And the key technology of it in ship navigation and control is infrared target detection and tracking. As the research used as the supplement to the radar to assist the ship navigation and collision avoidance is rare at home, it is a quite new research field and it has great values in theory and application.The dissertation made deep theoretical analysis and extensive experiments on some important issues of moving target detection and tracking technology, which was the necessary pre-research for the application of infrared detection technology in the maritime traffic system, and would play an important role in the development of civil infrared detection technology. This research is supported by TongDa' project of Ministry of Communications #200432981007.The major research content of the dissertation is as follows:After studying the existent ship target information source of the maritime traffic, we used the infrared imaging system as the data collection sensor besides radar and AIS. From the characteristics of the infrared image, the ship target can be classified into three types according to the specific of the ship target and background: big ones of short distance, small ones of medium distance with complicated background and weak ones of long distance with single background.
