The rapid development of the mobile communication in the world incurs the increasing service demanding from the human being. The fourth generation mobile communication system (4G) as the update of the current 2G and 3G mobile communication system can provide people more servie functions, higher transmission rate and more convient way for communication. 4G is the ALL-IP network where the mobile networks and the Internet converge. It integrates heterogeneous wireless systems and supportes the integration of the voice service and data service. Therefore, how to harmonize the different layers of the protocol stacks so that 4G system can achieve high performance is an important problem deserving the attention. According to the feature of the mobile communication system and TCP/IP protocol, the paper aims at the key technologies concerning the cross-layer design of protocol stack for 4G networks.
