In recent years, the problem of university graduates'initial employment is becoming public attention. Many scholars, educators and community management explore and study it in different perspectives. According to the literature, the previous research on the subject usually focused on single main. For example researchers choose an object, such as college graduate, the government, universities and other related subject. These studies gained some achievement. However, a research of single subject may be rupturing the interactions between the components in employment system. Understanding to the problem is also too biased.Based on the theory of person-organizations fit, person-organization fitting includes both unification of personal core values, goals and qualities and organizations values, goals and characteristics, as same as the unification of the material and spiritual demand and supply of person and organizations. Neither of the two can be dispensed. In reality, however, this kind of high level is restricted by all kinds of factors and many conditions and hard to realize.According to the facts, we defined the graduates-employing organization fit as follow: the mutual relation between graduates and employing organization meet one of follow conditions, we call this fitting realized. Cndition1: values, goals and character of graduates are in conformity with that of organization, as the same time, the two parties reach an agreement. Condition2: material and spiritual demand and supply of graduates and employing organizations complement each other. Therefore, there are three basic situations: (1) condition1 and condition2 are met as the same time, we call this graduates-employing organizations fit completely;(2)Condition1 is met and condition2 isn't met, we call this graduates and employing organizations fit incompletely.(3)Neither condition1 and condition2 are met, we call this graduates and employing organizations unfit.There are some main in system of graduates-employing organization fit in the process of initial Employment, which include both college graduate, the employing organizations, the government, institutions of higher education, family and other relevant organizations and individual, the fitting degree is result of the system works to produce. Therefore, from the system, from the perspective of course, we need consider all parties as possible in order to find the reasons for the problem of fitting unbalance more completely and avoid them. In terms of the three problems include why college graduates and organization fit, how to fit and how to be better fit, the fit system is divided into five subsystems, that is fitting power system,fitting operation system,regulatory system,monitoring system and evaluation system. They are interacting.Power system has two functions that are start the whole system and point out the problem in system. Powers include internal power and external power. They all come from need. Internal power is power from need of graduates and employing organization. It's basic power, The internal power of graduates include driven by basic living,driven by personal achievement and driven by personal social responsibility; The internal power of employing organization include driven by need for living,driven by sustainable development and driven by social responsibility. The external power is power form indirect parties, including driven by government benefit,driven by college benefit and driven by family benefit.Operation system plays the functions of running system and point out the problem. We can reveal the running state of system through studying the environment,carrier and running process of system operating. The graduates-employing organization fit is influenced by complex social background, such as economic and culture environment,the guidance and compulsory from government,subjective and objective effects from college and impact from family etc. Employment market act as carrier in system of graduates-employing organization fit and have some functions, including provide the information,employment service and employment management, which exist abuse and prevent the development of employment nowadays. Fitting process include"Attraction"that finish the information collection and"Selection"that finish evaluation each other.No matter which period, the both sides fitting should follow the scientific principle that maximize the value, the principle of rationality, coherence and synergy principle. As the same time, three standards should be considered: first, whether the characteristics of graduates are in conformity with the organization's; Second, whether the capacity of graduates is in conformity with need of employing organization; third, the need of graduates is in conformity with supply of employing organization.Fitting regulatory is a process of correct the deviation, in which many parties take part jointly. The regulatory will make the system running orderly and realize or close to exact fit. The government plays a very important role in all of parties from system of graduates-employing organization fit. There is a common goal of all parties that efforts to achieve the equilibrium of supply and demand, guide a reasonable flow and maintain normal order of the fitting. At the same time, the regulating process should follow the principles of in respect ion to market, coupling and contingency.Different main have different regulating method, in which the government regulate fitting from the legal regulation and mechanism mainly;College and universities should regulate the system from the aspects of major structure, direction of person development and system of employment training and so on. Besides, graduates and employing organizations need to adjust themselves. At the same time, the parties need to analyze fitting result in order to reasonable inputting next time. Only all of regulate mechanic couple, can best regulate result be realized. The coupling of regulations is that benign interaction of all kinds of regulations. We should consider that the coupling of regulate mechanism between government and colleges and universities; the coupling of regulate mechanism between government and employment market; the coupling of regulate mechanism between external regulate main and internal regulate main and coupling of regulate mechanism of all regulate main themselves.Fitting evaluation system is quantitative assessment to comprehensive ability of fitting running and fitting regulating. In this paper, we point out a assess method of reasonable fitting based on ANP, reveal the complex relationships in employment system, such as interdependent and feedback, build a assess method in terms of fitting regulation capacity; confirm the feasibility of the method through the case study.The overall object of fitting supervision is that to correct the deviation, to promote fitting quality, to form a whole running mechanism that are contribute to graduates-employing organization fitting completely and maintain fitting order. In the process of fitting supervision, some principles should be obeyed, that is fair principle, benefit principle and system principle. There are many problem can affect the result of graduates-employing organization fit, for example problem of information providing, cognitive problem of two parties and so on. In order to resolve the problems, we point out some key step and concept of fitting supervision.Of course, it is a complex system problem that graduates and employing the organization fit. There are many details need to further discuss in depth. We will study them at a later time.
