Science and technology are the decisive force in today's world economic and social development. Promoting independent innovation and building an innovation-oriented country has become a major strategic task in China. Cultivating a large number of innovative talents is an important mission for engineering university. The research of innovative talents cultivation and evaluation is the avant-courier and difficulty in the domain of technology economy & management and education which has important theory research value and practical significance.Analyzing the current condition of domestic and foreign for innovative talent cultivation, the knowledge structure, ability composition and personality characteristics of engineering innovative talents are presented. We present the principles and methods about engineering university innovative sstudent cultivating pattern based on the idea of the Control Theory. At last, build on a new pattern of"Expansion upon Qualified"for the engineering university innovative students cultivation.The paper presents that engineering universities innovative students cultivation is a input, output and proceeds system. We also build a comprehensive evaluation index system and comprehensive evaluation model based on rough set-support vector machine. It demonstrates that engineering university innovative students cultivation is a complicated system. It is necessory for engineering university to cultivate innovative students that constructs all–around and enhance the comprehensive level of the university, especially for the teaching staff's, laboratory and the professional disciplines.The main innovation of the thesis is listed as follows:1. We introduce the Control Theory to innovative talents cultivation process in engineering university, basing on this new way, set up an engineering college students'innovative ability forming model, and put forward the engineering university innovative students cultivation system. Present a construction method of caltivationg pattern based on the flow of system's information and a"Expansion upon Qualified"innovative talents cultivation new pattern of engineering university.2. The paper regards engineering university innovative students caltivation as an input, output and income system which based on the thinking of personnel caltivation process and comprehensive quality. Based on this new perspective, sets up a comprehensive evaluation index system for engineering university innovative personnel caltivation from the universities'strength, vitality and effectiveness.3. We set up rough set-support vector machine comprehensive evaluation model. By practical training, the model has excellent noise suppression and good generalization.4. It verifies that the comprehensive evaluation model is applicable according to the comprehensive evaluation results of 26 national"211 Project"engineering universities. This model can be applied to other engineering universities in the evaluation of innovative talentsl caltivation.
