| Social harmony is the good shape of multi-cultural coexistence. It is the result of coordination through the rules. Rules are cultivated by cultures and human beings, and also cultivate human beings. Rules include the dominant state laws and regulations, and hidden civil customary laws as well. The vertical time span and horizontal coverage of customary laws is greater than the dominant state laws and regulations', and paying close attention to customary laws has great current significance for considering how to promote cultural harmony with the rules. How customary laws cultivate human beings to promote multi-culture harmonious coexistence is the problem of this study intended to solve.Bingzhongluo comes in view of my study, just because of its typical multi-cultural coexistence. It is here that nature provides living spaces for human beings; human beings safeguard the ecological balance self-consciously. Different ethnic minorities such as Nu People, Lisu People, Zang People and Dulong People smoke the calumet together and different religions such as Tibetan Buddhism , Catholicism and Christianism live in peace with each other. The whole society is stabile and is filled with energy. Harmony, is the guidelines of all ethnic minorities follow in Bingzhongluo.Bingzhongluo can work miracle of multi-cultural coexistence with each other inperfect harmony, which is interrelated with one part of the criterion cultures------customary laws of ethnic minorities, which manage the relation among people, keep the order of production and life, are rooting the ethnic criterions into village people's mind to direct their words and deeds with the way of instructing. Seeing about the cultural entironment of Bingzhongluo, probing into how the village people in Bingzhongluo set up the assured and open existence principles in this changing world, how they orientate the relation between individual and the ambient, and how they hand the codes of conduct down in a particular way to promote human beings' upgrowth and development, are the study logic of this dissertation.This study investigates the basics of customary laws of ethnic minorities in Bingzhongluo firstly, investigates their traditional culture circumstance, analyses the main reasons of the laws root in representative and complicated geographical circumstance, poor and lagged economy, unique jinn-believing and value system. After combining field work data and literature, I trim the main contents of customary laws of ethnic minorities. There are lots of ethnic minorities in Bingzhongluo, but the codes of conduct of any ethnic minority mostly include compulsory criterions, voluntary ethics and restricted criterions. These rules of conduct have contact with village people's behavior, which behaved by people's outer actions or refracted by people's inner collectivity-unconsciousness. Just because of the instructing of these codes of conduct, people's behavior expresses some kind of stability and orderliness.Based on the field work data and literature, the study proves that the educational function of customary laws is to promote human-beings' upgrowth and development on the base of human's educability. The essence of human-beings' development is accord development, which consists of four relations, that is, the relations between the human and the nature, the human and the human, the human and the society and the human themselves. People in Bingzhongluo make use of the Deity judge, lectures and written contracts to convey the main spirit of ethics, farming convenance, friendly nature-treating and religion canons. The process of humans' evolution in good social order comes true by several ways of customary laws instructing. They are the overawing instruction with punishments, wising instruction with guide and believing instruction with belief. The instructing of customary laws can spur the village people to select with conscience to grow a harmonious morality faith, can make them with a consciousness of action to make themselves' behavior suit to the social criterions, consequently build up harmonious relationships.Education is to cultivate human beings; the instructing of customary laws is different from schooling in modern educational system, because of its carriers' character (for instance, the carriers are human beings, affairs, production scenes and religious scenes), so the instructing of customary laws is a kind of non-system education in one sense. At the times of state laws keeping away from ethnic minorities' areas, in virtue of the instructing of customary laws, it is very helpful to the good social order and the adjustment of social relations. The educational legislation for minorities, as the instrument of preserving harmonious educational order for ethnic minorities, can obtain any inspirations from it? The research proves that the educational legislation for minorities should consider the relation in the first place between geographical circumstance and education, the relation between ethnic traditional culture and education, on base of these, educational legislation for ethnic minorities should establish the idea of multiple-culture education; secondly, educational legislation for ethnic minorities must match educational value for ethnic minorities; thirdly, educational legislation for ethnic minorities should combine principle with maneuverability.I research the customary laws of ethnic minorities in Bingzhongluo mostly with "the diachronic and the synchronic". With the spread of globalization, all the pieces of lands can't be alone without the others. Binghongluo, As the Xanadu in people's mind, when some kind of comparative close culture face the inburst of strong modern ideas, it has to bring transmutation to people's psychology. So, how to understand the complexity of Bingzhongluo's "the present" from the view of its history to its reality and how to understand the connection between modern civilization and traditional culture-preserving, are the deeper educational issue behind Bingzhongluo phenomenon.
