This dissertation attempts to break through the modern research method on government organization theory. With the scientific ecological theory and method, this dissertation asserts some new, profound, critical, and conscientious theoretical assumptions by synthesizing the academic studies on government organization and public administration, and advocates an ecotypic state and a new public administrative structure with the characters of synergic governance, rational competition, and harmonious win-win or multi-wins.People living in 21st century are still influenced by the thought of modern government and management patterns. But, in contrast, it is hard to find the effect of contemporary government and organization theory on public administration. Why? With this question in mind, the researcher examined the change of nature organization, animal organization, inchoate human organization, and government organization in class societies, spanning the time and place in where human organizations were formed. By doing so, the dissertation finds that contemporary methodology of government is still entangled within the mire of modern thought. People are not able to scientifically synthesize contemporary government theory and management patterns due to the laggard methodology of philosophy and social science.In view of this situation, the dissertation attempts to tidy up the principles of naturalism and rationalism on organization theory, by analyzing John S. Mill's"Three Propositions"or"Three Paradoxes". The thesis argues that with the scientific ecological method, the obstacle of modern government can be broken down and government theory can get out of the shadow of big government, too. Establishing an ecotypic state and a new public administrative structure generate the preconditions for shifting the state from the situation of"overtopping society"to that of"forging with society". The research also finds that Chinese pattern is different from western society in terms of establishing the ecotypic state and public administrative structure, which is expected to contribute to the innovation of government and organization theory.
