On The Leading Cadre's Ethical Quality

China has entered into a new development stage, in which a well-being society is being built and the socialism modernization drive speedily pushed forward. The Communist Party of China (CPC) is facing three tests, namely to become a long-standing ruling Party, to lead the national construction under the policy of reform and opening up and to develop socialism market economy. Thus, the CPC is attaching more importance to the Party construction than ever. At the Fourth Plenum of the 16th Central Committee of the CPC, the CPC adopted Decision on Enhancing the Party's Ruling Capabilities, which puts forward a new requirement of five capabilities. It further stresses that building a high-qualified leading team is a crux to the requirement. Therefore, it is of much significance to push forward the Party's construction under the new situation researches on studying the leading cadre's ethical quality, intensifying their ethical construction and improving their ethical quality. It is also an important point of tangency to enhance the Party's ruling capabilities, improve its abilities of resisting corruption and risks.This research project is guided by Marxism politics theories and ethical theories and the leading cadre's ethical quality theories of the revolutionary leaders, such as Marx, Engels, Lenin, Mao Zedong, Deng Xiaoping and Jiang Zemin. It aims to establish and develop the socialism ethical system corresponding with socialism market economy. It is built on the theoretical platform of such theories as the CPC's history, Party's construction, sociology, ethics, management, psychology, politics and leader's behavior. This project is targeted at intensifying and enhancing the CPC's construction, with an aim at analyzing the history, building theory and serving the actual reality. In light with the experiences of ethical quality thought and ethical construction and with the academic research achievements in the newdisciplines, for example, behavior sciences, both at home and abroad, this project rationally adopts the latest research achievements in cross and transverse disciplines, combining standardization analysis with substantial evidence analysis, political analysis with ecological analysis, contradiction analysis with history analysis, and system analysis with comparison analysis. It conducts a systematic and deepened discussions on the leading cadre's ethical quality, rooted in China's particular nation, Party situations and in unique traditional culture: the basic concepts, thought origin, theoretical development, content system, functions and roles, causes of the current situation, new requirements and essential countermeasures. This thesis puts forward some original thinking, opinions and viewpoints.This thesis discusses the theme, current situation of related researches, goals and methods of the researches. It also defines such concepts as ethics, quality, ethical quality, leading cadre, ethics of the leading cadre and the ethical quality of the leading cadre. On the basis the definitions, it illustrates the features of leading cadre's ethics and their ethical quality. Furthermore, it maps out the structure of the leading cadre's ethical quality.From the perspective of diachronicle, synchronicle and comparison, this thesis makes an examination on the thought origin of the leading cadre's ethical quality, i.e. Chinese and foreign traditional viewpoints of ethical quality. As is suggested, the Chinese and foreign traditional viewpoints of ethical quality should be rationally examined in cultivating the leading cadre's ethical quality.From the vertical and horizontal perspectives, this thesis traces and analyzes the development and basic viewpoints of Marxist leading cadre's ethical quality.From the point of theory-built, this thesis interprets the functions of the leading cadre's ethical quality and discusses the roles of improving the leading cadre's ethical quality.From the history and actual reality, this thesis makes a panoramic view of the current situation of the leading cadre's ethical quality and analyzes the social causes for the low ethical quality of some leading cadres.From the goal of building a ruling Party, seeking benefits for the public and governing for the people, this thesis discusses the new requirements for cultivating the leading cadre's ethical quality in the new times, that is, establish modern ethical conceptions, make clear the lofty value target, carry out the responsibility of power ethics and improve the capabilities of ethical self-discipline.In light with improving the CPC's ruling capabilities in the new times, this thesis applies the viewpoints of political ecology and combines theory with practice. It makes an entire and systematic analysis of the fundamental countermeasures for enhancing the leading cadre's ethical quality. The countermeasures include: to build an ethical education mechanism for the leading cadre and improve their ethical cognition;to establish the ethical orientation mechanism for the leading cadre and mold their ethical emotions;to improve the ethical restraint mechanism for the leading cadre and temper their ethical will;and to perfect the ethical cultivation mechanism for the leading cadre and practise their ethical behavior.From the Perspective of Build interreaction in leading cadre's ethical quality and Building the CPC's Ruling Capabilities, proved : The construction of ability of administration of the party, call the promotion of leading cadre's ethical quality;It is the morals guarantee of construction of ability of administration of the party to promote leading cadre's ethical quality;And has proposed promoting leading cadre's ethical quality, strengthen the basic route of construction of ability of administration of the party.
