What can we study from our own past when we emphasize on reforming the contemporary political system of china in visue of the mankind political civilization?This article mainly discusses the political system of china during the Common Outline (1949-1954) and the inside historical connection between it and the contemporary political system so as to discover what we may use for referrence to the contemporary political system reform of china. This article belives that New China established various transit political system and its correlation and active ways, based on the Common Outline.They gradually formed political structures, organizations and rules of the new democratism,.That was namely the new democratic political system. Its basic structure was:it regarded the political party system of multi-parties cooperation under the CCP's leadership as the core, the lawmaking system, the administration system and the judicial system as the principal parts, and the cadre's system for network, the ideological administration system for motivation. The kaiserdom form, behavior norm and function of this system were new democratic. The typical characteristic of system circulation was the combination of centralization of state power and power of cents, but increasingly heading for the central high centralization. The new democratic political system was brief and always at a start stage. Its political structure, political criterion existed a lot of uncertain, not perfect, and temporary things with obvious color of the transit system .
