From the angle of the national competitive, the paper aims at "the large-scale Chinese medicine industry". Chinese medicine industry is a significant componential part of the national economy. For its field is enlarging increasingly, and the function of the promotion to the national economy and the social development is clearer and clearer, Chinese medicine industry is attached importance and paid close attention by the world, nowadays, although Chinese medicine industry and the business enterprises begin to take the shape, but the levelof industrialization is not high enough; Chinese medicine agriculture with the specialization manufacture of Chinese medicine material as its feature still doesn't take the shape of the large-scale industry; the Chinese knowledge industry with the scientific research, education, information, technology service and technology transfer etc. as its main content just springs up. The significance of selected topic is:First, the modernization development of Chinese traditional medicine relates to shake on poverty and build up a fortune of the peasants, who accounts for the majority population, and the matter of the allover importance of the construction of the comfortable society in our country. A series of data from the Chinese Youth Daily of February 29, 2004 (Watching out for the new factors brought the peasants into the poverty again in our countryside) shows that the rate of the people who enjoy the insurances for the medical and treatment is only 12%, moreover,most of the insurances are commercial insurances not social insurances. "Poverty or brought into poverty again for the diseased reason", is not a rare phenomenon, even in the country of Jiangsu Province whose economy is more advanced, the percentage of the peasants who are in poverty and brought into poverty again occupies above 60% of the number of the peasants who live in poverty.
